Wsreset error "'ms-windows-store:PurgeCaches'"

Original Title: Issue with Windows Store.

Every time I attempt the reset for the store (Store and other apps routinely crash after the Win 8.1 update).  I receive the below error message:

All device drivers are up-to-date (and have not changed since when it did work)

Anti-Virus is the same as it was when everything worked (Norton AV)

I launched a command prompt with administrative rights and ran "wsreset.exe".  The screen flashes over to the store, then crashes back to the start screen.  When returning to the desktop, the following error is found:

I ran system file checker, with administrative rights, and it reported back with no issues:

    Pity.

    Could you do the following please.

    1. Right click the Start button and go to Event Viewer.
    2. Expand Windows Logs in the left hand pane and then click Application.
    3. Wait for the top center window to populate and then right click Application and go to "Filter Current Log".
    4. Change "Anytime" at the top to something a little closer to the time the last error occurred and then checkmark "Error" in the box underneath that.
    5. Click OK to filter the list to Errors only. You'll see that they'll all now be prefixed with a red mark and are all dated and timed.
    6. If you click each of these, you'll get a summary of the event in the second panel down in the middle. This will help you isolate the log file you're actually looking for which will contain the description Windows Store, or WSHost.exe or some other description which relates to the store.
    7. When you find one, right click it and go to "Copy" followed by "Copy Details as Text". This copies the contents of the log file to the Windows Clipboard where it'll be held in memory until you copy something else which overwrites that data, or shutdown the computer. This means you can only copy them one at a time. Anyway, when you've copied the first log, come back here, right click and choose Paste.
    8. Repeat if you find more than one log file, but there may only be one.

    There are hundreds seemingly all about the same 3 issues, I've attached 3 from today.  I'm a bit confused by the skype one (last one) as I haven't used it for about a year!  I've now uninstalled the app as I thought that might be causing a conflict but store still won't open.

    Hi nadia,

    Thanks for posting the logs.

    The common error in number 1 & 3 seems to be a permissions related issue. A couple of users fixed it by giving "ALL APPLICATION PACKAGES" read access in the HKCR hive. See this link for details:

    You can see in the log file that the opening post has error code 2144927141 which is the same one you have in logs 1 & 3.

    This registry change has also been confirmed as a fix in an independent post on this forum: http://superuser.com/questions/432859/metro-apps-crash-on-startup-driver-or-permissions-issue Drag the scrollbar halfway down the page to the second post which has a green checkmark. It also contains an image of the respective change.

    Log number 2 incidentally was created when you ran the command related to Kernelbase.dll which didn't work.

    What I recommend you do though before you make any changes to the Registry is to create a manual System Restore point. This can be used to wind the clock back to the time prior to making the change if it causes problems.

    To create one, do the following.

    1. Right click the Start button and go to "System".
    2. In the menu top left, click the link to "System Protection".
    3. In the System Restore menu which opens, click the button at the bottom called "Create".
    4. Type a name for the Restore point, something you can remember like, "Before editing Registry" and then click the "Create" button.
    5. Close the menu and then proceed with the Registry change.

    If you run into perfornance issues, or system stability immediately after making the Registry change, repeat steps 1 & 2 and then click the "System Restore" button.

    Ignore the "Recommended" Restore point and instead, click the link at the bottom to "Choose an alternative Restore point...." and then click Next.

    From the calendar which appears, choose the manual Restore point you created which will be recognizable by the name you gave it. Click Next and then follow the prompts.

    System Restore takes about ten minutes to run during which time the computer will reboot. At some particular point, you'll be faced with a plain black screen where nothing appears to be happening, but eventually, the familiar Lock Screen will appear where you can log on again.

    I tried the following:-

    Fixing file system permissions that have been changed manually

    1. Open File Explorer
    2. Browse to "c:\Program Files "
    3. Right click and select properties
    4. Select the "Security" tab
    5. Click the "Advanced" button
    6. Click the "Change permissions" button
    7. Click the Add button
    8. Click "Select a principal" link
    9. Click the locations button and select the local computer
    10. Add the All Applications Packages group name and click ok
    11. Make sure that Type = allow and Applies to = This folder, subfolder and files.
    12. Check Read & Execute, List folder contents and Read.
    13. Check the box Replace all child object permissions with inheritable permission entries from this object
    14. Click Apply and OK.
    15. Repeat for c:\Windows
    16. Repeat for c:\Users but grant the "All Application Packages" group Full Control.
    17. Click Apply and Ok.

    However, when I got to step 6 there was no "change permissions" button so I came to a standstill.  I just want to be careful that I don't open anything up to potential security threats as that is more important to me than Windows Store.

    I then tried this:-

    Fixing registry permissions that have been changed manually

    • Open regedit.exe
    • Right click on HKEY_Users and select properties
    • Make sure that All Application Packages has Read
    • Repeat for HKEY_CLASSES_ROOT
    • Expand HKEY_LOCAL_MACHINE. Check the subkeys HARDWARE, SAM,SOFTWARE,SYSTEM. Make sure that All Application Packages has the Read permission.

    Everything checked out OK, they all had read permissions.  I did notice however, that CURRENT USERS permissions said "special permissions" read was not checked.  Not sure if that is correct or not?

    I guess you've retrieved those instructions from this Microsoft article: http://support.microsoft.com/kb/2798317

    That's OK if you want to try that instead, but you must be in the wrong menu then if you can't go further than step 6 because the "Change Permissions" button is there.

    So check to make sure you're right clicking Program Files and not Programs Files (x86), the latter of which are 32-bit programs. Here are a couple of screenshots to help you on your way.
