Wsreset error "'ms-windows-store:PurgeCaches'"

Original Title: Issue with Windows Store.

Every time I attempt the reset for the store (Store and other apps routinely crash after the Win 8.1 update).  I receive the below error message:

All device drivers are up-to-date (and have not changed since when it did work)

Anti-Virus is the same as it was when everything worked (Norton AV)

I launched a command prompt with administrative rights and ran "wsreset.exe".  The screen flashes over to the store, then crashes back to the start screen.  When returning to the desktop, the following error is found:

I ran system file checker, with administrative rights, and it reported back with no issues:

    RPC was showing as automatic and running.  There was also RPC Locator underneath that but showing as manual and stopped.

    Ran the command but still getting PurgeCache message.

    The RPC Locator is just there for compatibility purposes and doesn't have any function in 8.1

    I know you're still getting the error, but have you tried downloading somethng from the Store? It would be interesting to know what error messages (if any) appear when you do that.

    The store and some other apps won't open, that's the whole problem.  It opens, I get the green screen for a few seconds (sometimes longer than others) then it minimises to the task bar and that's it.

    I ran the command and got the following message

    "the module "KERNELBASE.dll"  was loaded but the entry-point DllRegisterServer was not found.

    Make sure that" KERNELBASE.dll" is a valid DLL or OCX file then try again"
