Every time I attempt the reset for the store (Store and other apps routinely crash after the Win 8.1 update). I receive the below error message:
All device drivers are up-to-date (and have not changed since when it did work)
Anti-Virus is the same as it was when everything worked (Norton AV)
I launched a command prompt with administrative rights and ran "wsreset.exe". The screen flashes over to the store, then crashes back to the start screen. When returning to the desktop, the following error is found:
I ran system file checker, with administrative rights, and it reported back with no issues:

2017-12-06T05:13:47+00:00 Try going to 'All Setting' -> 'Apps' -> 'Default Apps' , are any of the default apps strange such as 'TWINUI'. If so I have a solution, reinstall the Photo app using powershell. If that doesn't fix it completely then try the other strange/missing apps such as mail.
This fixed the problem for me.
