Seems about every other windows update will mess up the Windows store!
Of course none of the suggestions here helped fix it.

Every time I attempt the reset for the store (Store and other apps routinely crash after the Win 8.1 update). I receive the below error message:
All device drivers are up-to-date (and have not changed since when it did work)
Anti-Virus is the same as it was when everything worked (Norton AV)
I launched a command prompt with administrative rights and ran "wsreset.exe". The screen flashes over to the store, then crashes back to the start screen. When returning to the desktop, the following error is found:
I ran system file checker, with administrative rights, and it reported back with no issues:

Same problem here, have been trying for almost a week now, also leaving total reinstall as last option as I have about 50 "legacy" applications that I would have to reinstall as well.
I totally agree! I had a Microsoft engineer remote control my pc, he tried everything and still couldn't fix the problem. I've even tried repairing windows (the option which doesn't remove files etc) all I got was a message saying it couldn't do it, so pointless exercise. I was told that my only option would be to reinstall windows. Not going to happen, if I have to do that I'd rather put Windows 7 on instead of Windows 8, it's rubbish!!!
I Agree. Same issue today 29/11 on a 8.1 system. Coudl tell since when because I normally never use the store on my PC's.

Are you referring to Windows 8.1 Reset option when you say "full system reset"?
I would suggest you to restore the computer to a point prior to this issue. Refer to the link to do so:
