Every time I attempt the reset for the store (Store and other apps routinely crash after the Win 8.1 update).  I receive the below error message:

All device drivers are up-to-date (and have not changed since when it did work)

Anti-Virus is the same as it was when everything worked (Norton AV)

I launched a command prompt with administrative rights and ran "wsreset.exe".  The screen flashes over to the store, then crashes back to the start screen.  When returning to the desktop, the following error is found:

I ran system file checker, with administrative rights, and it reported back with no issues:

I'm wondering if this has something to do with your Homegroup. I noticed on one of your previous screenshots that you have an Admin account and a homegroup user account.

You could try disabling sharing and see if it makes any difference. It's also possible that someone on your homegroup has disabled some permissions for you.

See this tutorial regarding the permissions issue for homegroups: http://www.thewindowsclub.com/share-files-windows-8-homegroup-network

They are both there already so not a solution for me.  I did notice however that the "AppReadiness" showed the date and time as last modified when I opened my laptop this morning.

    Hi nadia,

Something else for you to check. Open File Explorer and go to the Windows folder.

There should be two folders in there called respectively, AppReadiness and AUInstallAgent.

If either or both of them are missing, right click, go to New, then Folder and rename them to the name(s) exactly as you see them in the screenshot.

Then try and download from the Store again.

    Hi nadia,

Glad to hear you took the precaution of creating a system restore point before making the registry change. You could have locked yourself out of your computer.

But I'll keep researching the problem and if I come up with something concrete, I'll post it here.

I had a restore point set so restored it, so "everyone" permissions changed back.  Did what the blog suggested, but still no change.

I think I'm just going to have to leave it there and accept the fact that my laptop will never again have access to the store unless I do a full OS restore (which I'm definitely not willing to do).

Thank you Xircal for trying to help, your time has been very much appreciated.
