How to fix Event Viewer ID 2002, 1017 & 3007?

Running the Scanhealth returned:

No component store corruption detected.

Ok so currently I have these following recurring issues in event viewer:

1. Setting up Web Service counters failed, please make sure your Web Service counters are registered correctly.

EventID 2002

Source: IIS-W3SVC=PerfCounters

I wasn't able to register this counter. I'm getting "Unable to find initialization file w3svc.ini" 2. Windows cannot load the extensible counter DLL rdyboost. The first four bytes (DWORD) of the Data section contains the Windows error code.

EventID: 1023

Source: Perflib 3. The Open Procedure for service "BITS" in DLL "C:\Windows\System32\bitsperf.dll" failed. Performance data for this service will not be available. The first four bytes (DWORD) of the Data section contains the error code.

EventID: 1008

Source: Perflib 4. Performance monitoring cannot be initialised for the gatherer service, because the counters are not loaded or the shared memory object cannot be opened. This only affects availability of the perfmon counters. Restart the computer.

eventID: 3006

Source: Search

I don't have updates to install.

Clean boot won't matter because the messages still show after I've cleared the event viewer log.

I also set a new user account to no avail.
