Change PC Settings link is broken after update to windows 8.1

After updating to windows 8.1 Change PC Settings link is broken. After clicking on it nothing is opening and landing into Start screen.

I tried from Administrator account with no luck.

I am unable to change the settings.

Please help me how to restore Change PC Settings.

Struggled with Store, Settings, Skydrive etc not working.

Got the Store working and some other apps too using dowloaded troubleshooters from Microsoft, but PC Settings was a no go as well as Skydrive and Photos.

I made a new user using admin tools in control panel and PC Settings was working for this user so I knew it could work and after much more digging around I found this thread here:

It had all of the steps I used to get the Store working again and those that had failed on the pc settings, and then this:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\ImmersiveControlPanel\AppxManifest.xml

Right click the start button and open a command prompt and then paste the above and hit enter.

PC settings working without even needing to reboot, hope this helps someone, paste it forward into other threads you all have no doubt looked at w/o finding this solution.

    I've been having the same problem since the update to Windows 8.1. Everything from PC settings to all of my metro apps won't open or aren't responding. I tried running a Metro App troubleshooter by microsoft which tells me there are conflicting security rules that are now fixed and to restart my computer. After restart nothing has changed and I run the troubleshooter again to only get the same response.

    I guess it's my fault in trusting microsoft to put something out that works right off the bat. Silly me for thinking such wild fantasies. I'll put a few more hours into searching for a solution and then I guess it's a system reset. Being that I can't even open PC settings, my only option is to hold down the Shift key and click restart while holding down the shift key the entire time. I put that in there just in case anyone else can't figure out how to, cause to find that information alone was a pain in my butt.

    *I believe it was the shift key if I'm wrong please correct that. But it's a useful piece of information to have if you can't even get into PC settings to do a system refresh or restore.

    I'm having the same problem... as well as the blank screen at startup (have to wait 2-3 minutes then the start menu loads up)... Anyone fix any of these problems???

    I'm having same problem and no matter what I try it will not work.  Also can not get skydrive from start screen or photo from start screen to work.
