Change PC Settings link is broken after update to windows 8.1

After updating to windows 8.1 Change PC Settings link is broken. After clicking on it nothing is opening and landing into Start screen.

I tried from Administrator account with no luck.

I am unable to change the settings.

Please help me how to restore Change PC Settings.

Struggled with Store, Settings, Skydrive etc not working.

Got the Store working and some other apps too using dowloaded troubleshooters from Microsoft, but PC Settings was a no go as well as Skydrive and Photos.

I made a new user using admin tools in control panel and PC Settings was working for this user so I knew it could work and after much more digging around I found this thread here:

It had all of the steps I used to get the Store working again and those that had failed on the pc settings, and then this:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\ImmersiveControlPanel\AppxManifest.xml

Right click the start button and open a command prompt and then paste the above and hit enter.

PC settings working without even needing to reboot, hope this helps someone, paste it forward into other threads you all have no doubt looked at w/o finding this solution.

    Desktop Tile issue resolved on Windows 8.1

    If there is anyone out there who's struggling to find their tile(s) from startup menu, like Desktop tile, sometimes you have to download the tile from internet. 

    To install the desktop tile or any other tile you can either search on the windows app store if not let's suppose your app store isn't working either. Follow these steps.

    1. Go to the startup menu and right click on any icon and click on the "Open File Location". It should take you to the programs folder.
    2. Keep that folder open, now press "Window+R" and type in the "%programdata%\Microsoft\Windows\Start Menu\Programs" Without quotation marks.
    3. When that's done, keep both folders open and now go to the internet and past in the following address to download the "Desktop Tile", I've already uploaded the tile on my media fire account so you can just download it directly.

    1. Download the file and extract it,(don't drag n drop to the desktop) for some reason it doesn't work that way, so you need to properly extract the file......
    2. Copy the Desktop link and paste it inside both folder that had opened earlier.
    3. Search for desktop, and you should see a "blue icon", right click on the icon and click on "Pin to Start"
    4. That's all you have to do, now go to the main menu/startup menu and your desktop tile should be there. Stay Cute ppl !!!! :D

    Basically you are missing the tile for "pc settings".... no worries.

    1)go to your startup menu and right click on any icon and it';; take you to the file location. 

    2)Keep this folder open and now press window+R and type in "%programdata%\Microsoft\Windows\Start Menu\Programs" Without quotation marks.

    1. keep these two folders open.
    2. Not go to the first folder where it lists all the shortcuts icons.
    3. Look for "PC SETTINGS" icon, it should be a blue icon.
    4. Copy that and past it on the other programs folder.
    5. Once that's done open search bar and look for the same icon "PC Settings" 
    6. Now right click on it and click on the "Pin to start" 

    Thats all now go back to the main menu and check if it worked....and like my comment if i help you. :)
