- Did you update from Windows 8 or Windows 8.1 Preview?
- What is the make and model of the computer?
Let’s try the following steps and check.
Method 1:
You may try to reset Windows app Store and check if it helps.
Follow the steps to clear Windows Store cache memory:
a. On the desktop screen, press Windows and R key to open run box.
b. TypeWSReset.exe and hit
Enter.
c. Restart the computer and check if it helps.
Method 2:
Make sure you have installed all the available Windows Updates including the optional driver and firmware updates.
You may also refer to the computer manufacturer website and try installing the latest version of chipset and other device drivers.
Method 3:
You may perform a clean boot and check if it helps.
A clean boot helps to verify if any third party application services or startup item is causing this issue.

Note: After you have finished the troubleshooting, refer to the section “How to reset the computer to start as usual after troubleshooting with clean boot” to boot the system
in normal start up.
Method 4:
If the issue persists, you may perform a
SFC Scan and check.
Please follow the steps to perform SFC Scan:
a. Press “**Windows Key + Q”**to open Charms Bar.
b. Type “cmd” without quotes in the search box.
c. On the left pane, right click on the “cmd” option and select “Run as Administrator”.
d. Type ‘sfc /scannow’ without quotes and hit
Enter.

I also have the same problem after the update to window 8.1 for awhile, not right away. What I did last night was to restore the computer to the previous date before this problem happended. I got Change PC setting and all apps that need internet connection,
such as Store, Facebook, Internet Explorer back.
