My phone (Lumia 720) is up to date but I cant instal whats app it says that I need to upgrade my phones software what can I do.?

If I update my software from black to 8.1 then will I able to download whatsapp ?

I have a Nokia Lumia 520 before I use what,s app in my phone but after that I uninstall this app, and when I try to install it again it's not available at in the store.please tell me what can I do now?
