Apologies for the long post - but the issue is really frustrating to the core.
I purchased an HP laptop 6 months back with Windows 8.
I upgraded to 8.1 a couple of months back. Initially I was using a Microsoft account; after a few days I switched to a Local account.
Since then I have not been able to download any applications from the store.
I face the following errors at different times:
I have tried several things several times. for e.g.
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
As in point 3 here, it may work once but thereafter problems start again.
5. Also tried the Windows Update troubleshooter, which fixed 2 problems - after which the Store worked a couple of times. But it started erroring again after a sleep.
Some problems that I see for sure:
The program WWAHost.exe version 6.3.9600.16384 stopped interacting with Windows and was closed. To see if more information about the problem is available, check the problem history in the Action Center control panel.

Any help will be appreciated. I do not want to switch to a Microsoft account. I would expect that with a local account also, I should be able to download applications with no hassles.

I am using AVG Free
Reg Firewall - yes Store is configured for both Private and Public access

Please go to this AVG support page and disable all the shield related components. http://www.avg.com/us-en/faq.num-5239
Not necessary to do that for the email scanner since that's unlikely to interfere with Store downloads i wouldn't have thought, but please disable the others.
It's quite possible that one of the AVG scanners is blocking access to the Store.

I disabled AVG entirely temporarily.
Still no luck.
I then uninstalled AVG completely, just to be double sure. Still the Store wont load.
Is there any way, I could Reset the Store App?
Also, the Event Logs yet again show:
BITS has encountered an error communicating with an Internet Gateway Device. Please check that the device is functioning properly. BITS will not attempt to use this device until the next system reboot. Error code: 0x80004005.

I handled a case yesterday which had the same symptoms as your own and which I managed to resolve. I've just checked through the sequence of troubleshooting steps we've made already and note that the method used to resolve the other case hasn't been tried with your own problems.
So can you do the following please.
Open the Windows directory and see if the two folders ringed in red in the screenshot are present.
If you can't see them or one of them is missing, hit CTRL+SHIFT+N to create a new folder and then rename it to the one which is missing.
After you complete that task, go to the Windows Store and try and download an app.
