Event Viewer:

Activation of app winstore_cw5n1h2txyewy!Windows.Store failed with error: The remote procedure call failed. See the Microsoft-Windows-TWinUI/Operational log for additional information.

Also, my AV was uninstalled, my right clicking does not work, my VPN broke...

Please run the following in a Command Window to re-register the Store app:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml

Memeo is uninstalled for the Moment.

I got Updates for VCR120 via Windows Updates and about 40 APP-Updates in multiple steps (see System-LOG, Event 17).

So, unfortunatelly resetting store-Proxy in an elevated CMD:

netsh

winhttp

import Proxy source=ie

restart pc

was not the solution.

Meanwhile I got Event-ID 5973 from Source Apps in Application-LOG.

Finally, after working overtime, in the very Moment it seems, this fixed it for me:

http://support.microsoft.com/kb/2798317

a) Setting Registry-Permissions to HKEY_CLASSES_ROOT\Drivers as described in the article.

b) Setting File System Rights to C:\Program Files which is C:\Programme (X86) AND ADDITIONALLY D:\Programme (X86) cause I got Windows on SSD (C:) with an additional Program-Folder on HDD (D:)!

Store can be opened now.

Short startmenu (Win+X) is working.

Addendum Nov. 08, 2014:

-Update MS Windows .net Framework!

This is not always included in Automatic Updates and has to be downloaded manually from Microsoft. In the Moment: Version 4.5.2

Welcome back Win 8.1, now go back to work...

@Brian: You say that "it does not work" when you try to use the Store App on Windows 8, but what exactly is the symptom?

This thread is about the Store App showing a progress ring and never finishing loading after an upgrade to 8.1. If you are on a different version of Windows and are experiencing different symptoms, the information here will not help you. In that case please post a new request with more details. "It does not work" can have many different root causes.

@Gabriel: To change the ownership of a key, see this:

I have been trying to install Windows 8.1 from my existing version of Windows 8 Pro without any success - I cannot access Windows Store - It worked on initial installation but has since failed.

I have tried all of the previous suggestions in this thread including refreshing the windows installation.

I have even done a clean re-install of Windows 8 which I am now working from. There are no other 3rd Party App's installed.

All of the above registry keys have SYSTEM as the Owner.

Every time I restart my PC I get a message telling to "Click Here" to go to Windows Store and update to 8.1.

    It does not work.

    I cannot access the Store.

    I cannot "Change PC Settings"

I am totally fed up with this situation.

Any suggestions other than scrap Windows and use Linux????

    Regards

    Brian Lowes
