Just updated to Windows 8.1 and the Windows Store app will no longer open

Help! Just updated to Windows 8.1 through the windows store. Now it will no longer open.

Event Viewer:

Activation of app winstore_cw5n1h2txyewy!Windows.Store failed with error: The remote procedure call failed. See the Microsoft-Windows-TWinUI/Operational log for additional information.

Also, my AV was uninstalled, my right clicking does not work, my VPN broke...

Please run the following in a Command Window to re-register the Store app:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml

Memeo is uninstalled for the Moment.

I got Updates for VCR120 via Windows Updates and about 40 APP-Updates in multiple steps (see System-LOG, Event 17).

So, unfortunatelly resetting store-Proxy in an elevated CMD:

netsh

winhttp

import Proxy source=ie

restart pc

was not the solution.

Meanwhile I got Event-ID 5973 from Source Apps in Application-LOG.

Finally, after working overtime, in the very Moment it seems, this fixed it for me:

a) Setting Registry-Permissions to HKEY_CLASSES_ROOT\Drivers as described in the article.

b) Setting File System Rights to C:\Program Files which is C:\Programme (X86) AND ADDITIONALLY D:\Programme (X86) cause I got Windows on SSD (C:) with an additional Program-Folder on HDD (D:)!

Store can be opened now.

Short startmenu (Win+X) is working.

Addendum Nov. 08, 2014:

-Update MS Windows .net Framework!

This is not always included in Automatic Updates and has to be downloaded manually from Microsoft. In the Moment: Version 4.5.2

Welcome back Win 8.1, now go back to work...

    I've been having the same problem. I will NOT refresh my system. That is a complete BS solution; I'm not going to spend days reinstalling programs, and I won't go through the total BS it took to install MS Office, which I purchased *direct from Microsoft*, that didn't like the key it was supplied with.

    Windows is completely up to date, I have tried unistalling my AV software and updating my graphics card drivers. No Joy there.

    I have only a local Administrator account on this PC. I don't like MS's trying to be like Google+ with the Live accounts. F that!

    I tried the command line.  It failed.  Here's the error message I got:

    Add-AppxPackage : Deployment failed with HRESULT: 0x80073CF6, Package could

    not be registered. (Exception from HRESULT: 0x80073CF6)

    error 0x80070005: Windows cannot delete the AppContainer profile for the

    WinStore_1.0.0.0_neutral_neutral_cw5n1h2txyewy package.

    NOTE: For additional information, look for [ActivityId]

From looking around the vast series of tubes, I have found this has been a very common problem with windows 8.1 update and has been persistent since at least October of last year. If this had been a Mac App Store problem, Apple would have made heads roll until
 it was fixed. And with the wealth of information from all the people experiencing problems, it boggles my mind that a fix is so long in coming. I realize de-bugging millions of lines of code is hard-but that's what a largee dev team is for. Not to mention
 that alpha tests should have found the problem before the update was deployed. But I guess the incentive is not there. Maybe when we all switch to Apple or Linux to avoid these half-baked updates and lackluster new versions (\*cough\* Vista \*cough\* Windows 8
 \*cough\*), the financial incentive will be there. This PC will be the last I ever buy or build. And to think all I wanted to do was find a graphing calculator App for my PC that my Mac has built-in. You can make Cortana the new Siri all you like, it won't be
 enough to overcome the frustration factor of the operating system.

    Dear friends ,Don't worry ,i have found the solution to get rid of this problem...

    1) take all update from Microsoft en make it up to date

    2) go to control panel , then click on  user account  & family safety, click on it

    3) create a new local account as administrator

    4) go to the start click ,then sign out with current account

    5) now there will to accounts click on new account and window will open..

    6) Again, go to control panel , then click on  user account  & family safety, click on it

    7) then remove the last Account which was as administrator, click ok ,en delete it.

    8) now your new account is as administrator .

    9) go to accounts then sign in with the same Microsoft account which  you were  using before..

    10) en ...thats all..Enjoy. repeat all steps every time after updates,no problem will occur with windows update in windows 8.1 ..

    No need for any command prompt ,power shell, bla bla bla...don't take tension enjoy
