This error might mean that a file needed by Windows Update is damaged or missing. Here are a few steps that have solved the error for other community members:

I saw the kb2969339 update come through this morning a good 6 hours before the normal patch Tuesday updates were to be released and thought it was strange. Applied it to the final computer tonight and ran Windows Update. KB2919355 went right through and installed and the rest of the updates are now being installed. Hope this solution works for others. Thanks.

That is correct, desktop software would be included within a custom refresh wim. The reason for this is because the user picks when they want to create a wim of their system. To make things less confusing, the refresh occurs by the system using dism to apply the refresh wim (.wim = windows image file) with two flags to 1. allow for the %users% folder to not be modified or deleted, and 2. for the %windows apps% folder to also not be modified or deleted. It really is a rather simple process, which is why I'm perplexed as to why any moderator would suggest anything other.
Due to Windows 8 being designed for all platforms, Desktop and Laptop users received the Refresh/Reset options due to the need for them within mobile platforms. Android has the same two options as do Windows phones. Everyone needs to understand the only difference in between the two [Refresh/Reset] is Refresh doesn't touch the %users% and %windows apps% folder... everything else is exactly the same. The only reason a user should ever use this feature is when they're giving their device to someone else... period. Refresh, nor Reset, should never be told to anyone seeking technical help within a forum, most especially within Microsoft's forums. Refresh and Reset arenottroubleshooting, they're "I don't want to take the time it will take to help you" option, which is simply offensive, rude, and highly disrespectful.
You're trying to run the repair install via the Microsoft download tool, which no longer works. In order to do a repair install, youmust have a Windows 8.1 Installation ISO for your version and architecture of windows. ISOs can be found on software forums, although if you have Win 8.1 Pro x64, I or Justin, can upload our copy.
