This error might mean that a file needed by Windows Update is damaged or missing. Here are a few steps that have solved the error for other community members:
(If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, and then click Search.)
If you're running a 64-bit version of Windows 8.1, type:
dism /online /remove-package /packagename:Package_for_KB2919355~31bf3856ad364e35~amd64~~6.3.1.14
If you're running a 32-bit version of Windows 8.1, type:
dism /online /remove-package /packagename:Package_for_KB2919355~31bf3856ad364e35~x86~~6.3.1.14
If you're running Windows RT 8.1, type:
dism /online /remove-package /packagename:Package_for_KB2919355~31bf3856ad364e35~arm~~6.3.1.14
dism.exe /online /cleanup-image /restorehealth 2. Type the following command, and then press Enter:

I saw the kb2969339 update come through this morning a good 6 hours before the normal patch Tuesday updates were to be released and thought it was strange. Applied it to the final computer tonight and ran Windows Update. KB2919355 went right through and installed and the rest of the updates are now being installed. Hope this solution works for others. Thanks.

Oh wow that's REALLY easy - thank you! I googled it and started reading off on a tangent about making wimboots and the like...Anyway I've saved my Windows DVD into an ISO on my hard drive, made a bootable USB key of it, am making a system image now, AND will make the new refresh image. Hoping that will insulate me from future MS failures (unless there's already some "corruption" on my system...who knows these days, though /scanhealth came back clean).
Regarding the virtual machine - Hyper-V is only on Pro and Enterprise. However VMWare Workstation is free to download and use for personal use (at least the last time I checked) and is very easy to set up, install an OS on, and use. There's also Virtualbox.
As far as the install of 8 onto the VM, the problem is how to get the media? The OEM keys on our systems don't seem to work to allow one to download from the MS site linked in the post:

(even the MS Tier 3 support guy tried and failed - using both my OEM key and a bunch of keys he copy-pasted from somewhere, they all denied the download). I haven't tried, but I *suspect* the generic keys won't work to download either...
This was not a fun exercise. Using an ISO ( or DVD ) seems the only way to go once the corruption occurs and DISM can't fix it. All the more reason for manufactures and MS to make repair installation media easily available.

You or someone else mentioned that earlier today as well, and I'm wondering if Microsoft either updated the program to not allow any product key, valid or not, due to everyone on 8 being on 8.1 by now or the fact that once you activate windows with a windows 8 activation key, it is no longer possible to use that key to get past the windows 8 installer. I just tried as well... same thing. That's a bummer, as the only recourse is to download an 8.1 ISO from a software forum and be diligent about checking hashes against what Microsoft lists they should be. I'll update my post with this information as well.
I do know there is a way to grab the same 8.1 installation files when a user updates to 8.1 via the windows store. I can't recall which folder they're downloaded into, but if memory serves it's within the user's temp folder under app data - local. A bit of research on google would provide the answer, however, nothing popped out right away when I just skimmed the search. I do know the key to those temp 8.1 installation files is to copy all of them (as you can't cut and paste due to them being in use and once you exit the installer, they auto delete) before actually installing windows 8.1. I hope this at least helps those who have a bit of time to research.
