This error might mean that a file needed by Windows Update is damaged or missing. Here are a few steps that have solved the error for other community members:
(If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, and then click Search.)
If you're running a 64-bit version of Windows 8.1, type:
dism /online /remove-package /packagename:Package_for_KB2919355~31bf3856ad364e35~amd64~~6.3.1.14
If you're running a 32-bit version of Windows 8.1, type:
dism /online /remove-package /packagename:Package_for_KB2919355~31bf3856ad364e35~x86~~6.3.1.14
If you're running Windows RT 8.1, type:
dism /online /remove-package /packagename:Package_for_KB2919355~31bf3856ad364e35~arm~~6.3.1.14
dism.exe /online /cleanup-image /restorehealth 2. Type the following command, and then press Enter:

I saw the kb2969339 update come through this morning a good 6 hours before the normal patch Tuesday updates were to be released and thought it was strange. Applied it to the final computer tonight and ran Windows Update. KB2919355 went right through and installed and the rest of the updates are now being installed. Hope this solution works for others. Thanks.

2013! Marketing Group at @Microsoft did not hear us
After trying everything on this thread and others and coming up with the same errors over and over again (30 times to be exact), I finally contacted and got through to ms support through chat.
They told me how bad the component store corruption was and how i could try to create another admin user and go through the manual update - http://support.microsoft.com/kb/971058. I told him I would try that but from what other users were saying i needed the discs to do a repair install. He said since mine was OEM I needed to contact hp. HP had already told me to contact MS since they dont have retail versions of win 8.1 for sale. He said he would assist me to buy the retail version or refresh my windows and install the updates manually. i told him if I had to do either of those things I would switch to ubuntu...
so i am posting this on my hp envy laptop running ubuntu...which even with a kernel upgrade was easier to work with than the win 8.1 upgrade. im done with ms now, as i was with apple after they shipped me a faulty hdd in 1999 that i replaced with another hdd to get up and running... and then they refused to replace the bad one they shipped instead blaming me for not going to the apple store. its all the same.
so i would encourage any of you who cannot get install discs after you paid for the oem windows 8 version from the manufacturer who subsequently paid ms (so you bought the os even if it isnt "retail") to switch to some flavor of linux as well. its the only way these jokers will get the message.

I had installed windows 8.1 (64bit) from disc 1 week before KB2919355 came out and nothing I've tried including repair install has worked. Can someone tell me if even a fresh reinstall of windows 8.1 will work or will I be left with the same issue. Life's too short for all this.......
