Windows Update Error (80244FFF)

I've been having an issue updating my copy of Windows 8.1.  I went into Windows Update and noticed that it hadn't checked for updates since November 1st.  Every time I run Windows Update, either on the desktop or tiled interface, it gives a 80244FFF error.  It is able to download and install Windows Defender definition updates.  I've tried turning off Windows Defender and firewall, plugging my PC directly into the cable modem, trying Safe Mode (Which doesn't allow Windows Update to run), scanning all my drives for errors, and disconnecting all my hard drives except the boot drive but nothing has worked.  I don't want to "Refresh" my copy of Windows 8.1 given that I have many desktop applications and don't want to reinstall manually.

I did find a workaround, of sorts, using WSUS Offline, but I'm wanting the normal Windows Update process to work as intended.  Below is my log from the Windows directory showing what has been happening.  I'm surprised that there are no Action Center items saying Windows Update isn't working.  Is there a way to get Windows Update running as it should?

    One thing that immediately grabs my attention is that the list is much, much longer than what WSUS Offline gave me, so it's not a comprehensive substitute for the real deal.

    I think a better list would be the dism one properly sorted by date and time.  Since there is no time on the WMI records (which I imagine is where Powershell is getting its data), I'm not sure that we get an accurate impression of the order of patches being applied.

    Dism's list required some cleanups for the package name, but otherwise it was fairly informative.

    I just found that Powershell has a great improvement over the Get-Hotfix (WMI) cmdlet.

    I wonder who all can use it?  E.g. is it a W8 feature, a W8.1 feature or a W8.1.1 feature?

    Good.  So anyone who is having trouble installing W8.1.1 should be able to use this instead of the DISM Get-Packages command we have been suggesting.

    Edit:  Oops.  That's what Mika was finally using.  So why do the timestamps look so coarse?  OIC.  They only have minutes granularity.   Mine look the same but my updates were not all applied en masse.

    Here's a question: Are any of you who are having this problem also unable to open the Windows Store and search / install apps? I'm having that problem, too. I can do everything else on the internet just fine. I've tried 2 different internet connections (one at 10Mbps, the other at ~20 Mbps). I've got to think the problems are related. But no one in this thread has mentioned having that problem, so it's possible I'm seeing the same symptom for Windows Update but from a different root cause.

    @Donnie - I'm having that problem too. I don't know if the two issues are related. I can't use Windows Update without changing my proxy settings. And one of my user accounts, the primary one on my machine, cannot access Microsoft Apps such as Weather and Store.
