Windows Update Error (80244FFF)

I've been having an issue updating my copy of Windows 8.1.  I went into Windows Update and noticed that it hadn't checked for updates since November 1st.  Every time I run Windows Update, either on the desktop or tiled interface, it gives a 80244FFF error.  It is able to download and install Windows Defender definition updates.  I've tried turning off Windows Defender and firewall, plugging my PC directly into the cable modem, trying Safe Mode (Which doesn't allow Windows Update to run), scanning all my drives for errors, and disconnecting all my hard drives except the boot drive but nothing has worked.  I don't want to "Refresh" my copy of Windows 8.1 given that I have many desktop applications and don't want to reinstall manually.

I did find a workaround, of sorts, using WSUS Offline, but I'm wanting the normal Windows Update process to work as intended.  Below is my log from the Windows directory showing what has been happening.  I'm surprised that there are no Action Center items saying Windows Update isn't working.  Is there a way to get Windows Update running as it should?

    I assume NIS 2013 is Norton Internet Security 2013.  If that is the case, your problem was caused by another program blocking the updates.

    Norton Internet Security 2013 blocking the updates - I can search updates from system after it antivirus and firewall disable and do updates  for 2 times downloading and 2 restart PC. It was January security system and office 2010 updates and http://support.microsoft.com/kb/2911106?wa=wsignin1.0.

    Underlined the problems I had in my system.

    Also it was   Windows 8.1   x64 (KB2917993) updates (http://support.microsoft.com/kb/2917993), Office 2010 Word Outlook updates.

    Also I connected  with Norton support chat and they said that they give me new version that has not blocked  Windows updates. 16 January this was 98 days  version in English language for US. My installed version was from December  - more new, but my version blocked updates. After this steps I re-install NIS 2013 (180 MB) and Do it updates (80 MB).

    This situation was in November and I think also sometimes, but Norton support only re-install NIS and said that NIS has not problem for system update. This was also with update win 8 to win 8.1. I read it in MS site and disable NIS 2013 before update to 8.1. Also has MalvareBytes Antimalware free version and it not do any problems.

    I've been following another Microsoft Answers post with the same issue and the newest post indicated their Windows Update error was resolved.  I just tried to use Windows Update and... it worked.  I'm not sure if this is a fluke or will come back or permanent.

    I've been following another Microsoft Answers post with the same issue and the newest post indicated their Windows Update error was resolved.  I just tried to use Windows Update and... it worked.  I'm not sure if this is a fluke or will come back or permanent.

    Just to keep this thread alive and well I thought I'd share the fact that I installed Windows Server 2003R2 in a virtual machine along with WSUS on my hosed Windows 8.1 laptop that refuses to update.  I then went into the group policy editor and pointed Windows Update at the WSUS instance running on the VM.

    Of course, my "broken" Windows 8.1 install detects available updates and installs them from WSUS without any problems.  Predictably, when I ask it to check Microsoft for updates or revert the group policy config to the standard Microsoft update servers the 80244fff error reappears.
