Windows 8.1 will not download from the Store

When I attempt to download Windows 8.1 PRO from the store I get the below message:

Store

You need to use an account with Administrator privileges to install Windows 8.1 try logging in with the user account of an administrator of this PC and trying the upgrade again.

I am logged into an administrator account.  The account is in the administrators group and I can do other administrator functions with this account.  My system has 2 administrator accounts and neither one will work.  Is there a security policy I need to change to allow the upgrade?

Same issue: 

Brand new Windows 8 workstation - with 100% of the updates installed and rebooted.

spent hours enabling the local admin account, creating other profiles.. running windows updates.

finally it shows up in the store - but I can't seem to download it.

The store shows up with the 8.1 upgrade - but displays the error that you have to be an administrator to install.

I uninstalled the KBKB2871389  then I downloaded it manually and  manually installed it.

After rebooting  I was able to get the 8.1 to download and install it.

Very frustrated.

    ReInstall KB2871389 and the update will work. The ADMIN privileges error message is incorrect and misleading and makes everyone to try options like creating new local-user account or additional admin accounts. The error message from Microsoft was coded to test user's IQ ;)

    1. Uninstall KB2871389 windows update.
    2. Restart
    3. Goto check for updates and reinstall the update.
    4. Restart the laptop.
    5. Windows 8.1 should appear in the store. If not then try executing wsreset.exe from Run command to clear the app-store cache. Then keep restarting the PC until it appears :)
    6. Click download from the app store and the update will work.

    Hi Paul,

     

    I would have you refresh the store and check-

    1. Swipe in from the right edge of the screen, and then tap Search.

    (If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, and then click Search.) 2. Enter run in the search box, and then tap or click Run. 3. Enter wsreset.exe in the Run command and then tap or click OK. 4. Restart your PC.

    What work for me instead of restarting the PC just sign out of your account and sign back in. Then try downloading 8.1

    Having the same problem as everyone else here ..... hoo boy, looks like there's about 20 different solutions - guess I'll try a few of them and see what works.  What a pain .....

    On 14 January 2014, a Moderator finally moved this thread from the Windows Update forum to the Win8.1 Download Issues forum.

    Windows 8.1 Prerequisite updates may include KB2917499 (released 14 January 2014), KB2871389, KB2885699, KB2871777 and/or KB2821895.
