Windows 8.1 will not download from the Store

When I attempt to download Windows 8.1 PRO from the store I get the below message:

Store

You need to use an account with Administrator privileges to install Windows 8.1 try logging in with the user account of an administrator of this PC and trying the upgrade again.

I am logged into an administrator account.  The account is in the administrators group and I can do other administrator functions with this account.  My system has 2 administrator accounts and neither one will work.  Is there a security policy I need to change to allow the upgrade?

Same issue: 

Brand new Windows 8 workstation - with 100% of the updates installed and rebooted.

spent hours enabling the local admin account, creating other profiles.. running windows updates.

finally it shows up in the store - but I can't seem to download it.

The store shows up with the 8.1 upgrade - but displays the error that you have to be an administrator to install.

I uninstalled the KBKB2871389  then I downloaded it manually and  manually installed it.

After rebooting  I was able to get the 8.1 to download and install it.

Very frustrated.

    ReInstall KB2871389 and the update will work. The ADMIN privileges error message is incorrect and misleading and makes everyone to try options like creating new local-user account or additional admin accounts. The error message from Microsoft was coded to test user's IQ ;)

    1. Uninstall KB2871389 windows update.
    2. Restart
    3. Goto check for updates and reinstall the update.
    4. Restart the laptop.
    5. Windows 8.1 should appear in the store. If not then try executing wsreset.exe from Run command to clear the app-store cache. Then keep restarting the PC until it appears :)
    6. Click download from the app store and the update will work.

    By the way, I have struggled with this for several days. Spent an hour with tech support and they could not fix my Windows 8 to upgrade it to windows 8.1.

    Tried the Wrset.exe fix suggested several places and that does not work.

    Tried logging on as a different user with admin set and that does not work.

    Then I finally get a download indicator at the store, get 50% into the download and it fails on me.

    Then I go back and try again and get the "no administrator priviledges error."

    The new PC is going back to Best Buy before Jan 15th and I will try to source a MAC or PC with Windows 7 already installed and work with that.

    This does not give users any confidence in the  products.

    This is likely a known problem.  I am having it on a brand new Dell PC.

    Just set up one user account with administrator priviledges.  Fix this Microsoft!

    Well success of sorts.

    Reinstalling KB2871389 allowed me to install 8.1.

    However I now discover I have no way of stopping SkyDrive from uploading my 10 GB of home movies so my internet access is screwed until it has finished uploading everything.

    Anyone here know anything about Linux ??
