Windows 8.1 will not download from the Store

When I attempt to download Windows 8.1 PRO from the store I get the below message:

Store

You need to use an account with Administrator privileges to install Windows 8.1 try logging in with the user account of an administrator of this PC and trying the upgrade again.

I am logged into an administrator account.  The account is in the administrators group and I can do other administrator functions with this account.  My system has 2 administrator accounts and neither one will work.  Is there a security policy I need to change to allow the upgrade?

Same issue: 

Brand new Windows 8 workstation - with 100% of the updates installed and rebooted.

spent hours enabling the local admin account, creating other profiles.. running windows updates.

finally it shows up in the store - but I can't seem to download it.

The store shows up with the 8.1 upgrade - but displays the error that you have to be an administrator to install.

I uninstalled the KBKB2871389  then I downloaded it manually and  manually installed it.

After rebooting  I was able to get the 8.1 to download and install it.

Very frustrated.

    Okay.  So I searched and searched for how to do this and figured it out.  Depending on your computer speed, it may take a while, but isn't so bad IMO.

    First, find where all the updates for windows are listed.  Go to Control Panel ---> Programs.  Then under Programs and Features, you'll see a link called "View Installed Updates".  Under Microsoft Windows, scroll until you find KB2871389.  Uninstall it, and then accept the prompt to reboot your computer.  The reboot is the part that some people are complaining takes a while.  For me, it was about 5 minutes.

    Now, login under your account (that has admin privileges) and then go to the corner until the floating menu comes up and choose settings.  From settings choose change PC settings at the bottom.  Then, click on "windows update" at the bottom of the right hand side of your screen.  Check for updates now and it will take a few minutes, but they will find one (KB2871389).  There is a message telling you that it will download automatically in a few days, but ignore that, click on the link for one important update, and choose install now (or some such thing).  Then reboot, which again, took me about 5 minutes but I saw some complain that it was 45 minutes for them.

    Now you are all set.  Log in on an admin account, go to the store, choose the 8.1 update, and now, no admin problems.  Eureka!!

    Wsreset.exec did nothing to help my situation.  What I posted is the only solution that worked for me after attempting everything else within this thread.  It appears our solutions differ.

    I tried un-installing & re-installing the KB2871389and it resolved issue.****
