Windows 8.1 will not download from the Store

When I attempt to download Windows 8.1 PRO from the store I get the below message:

Store

You need to use an account with Administrator privileges to install Windows 8.1 try logging in with the user account of an administrator of this PC and trying the upgrade again.

I am logged into an administrator account.  The account is in the administrators group and I can do other administrator functions with this account.  My system has 2 administrator accounts and neither one will work.  Is there a security policy I need to change to allow the upgrade?

Same issue: 

Brand new Windows 8 workstation - with 100% of the updates installed and rebooted.

spent hours enabling the local admin account, creating other profiles.. running windows updates.

finally it shows up in the store - but I can't seem to download it.

The store shows up with the 8.1 upgrade - but displays the error that you have to be an administrator to install.

I uninstalled the KBKB2871389  then I downloaded it manually and  manually installed it.

After rebooting  I was able to get the 8.1 to download and install it.

Very frustrated.

    1- Go to Control Panel

    2- Go to Programs

    3- Click on Uninstall Programs

    4- On the left, click on Show installed updates

    5- You will have a list of last installed updates

    6- Look for KB2871389

    7- Click on it and Choose Uninstall update

    Same issue here. It looks like there is no shortage of people who know about the issue. The question is whether (and when) Microsoft intends to do anything at all about it (if they even can?), or whether they are simply satisfied enough that they have our money once we have purchased an expensive new computer.

    I'm a computer geek and when I have this much trouble finding a solution to a problem it isn't a minor problem. I really feel for the people who aren't computer savvy and buy Windows 8.

    On a positive note, if you do get updated to 8.1, it's a way much system with more improved features and way less glitches. I have 7 computers in my house and most of them have 8.1. I have to help my more technically challenged friends all the time with Windows 8. As a matter of fact, I'm working on a friend's brand new computer right now. I'm so frustrated that I'm seriously considering replacing ALL of MY computers with Linux!

    Microsoft..., any help would be appreciated here. This may be the last chance you get to keep a loyal,  long time customer...

    To clarify, the 8.1 update is available in the store, but (on the ONLY account ON the computer) I am getting the message that says I need to use an administrative account.

    UPDATE - I found the solution on another form. Works great. I'll post it below:

    **"*First, find where all the updates for windows are listed.  Go to Control Panel ---> Programs.  Then under Programs and Features, you'll see a link called "View Installed Updates".  Under Microsoft Windows, scroll until you findKB2871389.*Uninstall it, and then accept the prompt to reboot your computer.

    *Now, login under your account (that has admin privileges) and then go to the corner until the floating menu comes up and choose settings.  From settings choose change PC settings at the bottom.  Then, click on "windows update" at the bottom of the right hand side of your screen.  Check for updates now and it will take a few minutes, but they will find one (**KB2871389).*There is a message telling you that it will download automatically in a few days, but ignore that, click on the link for one important update, and choose install now (or some such thing).

    Log in on an admin account, go to the store, choose the 8.1 update, and now, no admin problems."

    i used to have this same problem before. Yet, it has been fixed following these steps:

    1- Uninstall the update KB2871389

    2- Download it and re-install it manually

    3- Reboot your computer

    Then you can install windows update 8.1 from the windows store
