i am also using inspiron 7520
after updating to 8.1 my amd catalyst control centre stopped wrkng
finally i got it resolved after installing "ccc2_install" in the folder path given below
C:\Program Files\AMD\CCC2\Install
Catalyst Control Center cannot be started (Windows 8.1) Inspiron 15R SE (Insprion 7250)

It worked in Windows 8, but it won't start anymore!
No yellow triangles in the Device Manager.
Computer: Inspiron 7250
Note: This laptop has Integrated graphics. It has Intel HD Graphics 4000 + AMD Radeon 7700M Series graphics cards.
May 24, 2014 Edit: If you can't reinstall AMD using the answer below, just try searching the web for the latest drivers.

The first link is the download for the Radeon driver, and the second one is the Intel driver. They both need to be installed for everything to work properly.

Okay guys this is my first post in here...may be I chose to reply to this because i was also going through the same problem after updating to windows 8.1. Basically this is how i solved my catalyst control center problem and now its working just as it used to,
Actually i chose a legitimate step to get this working back again. My laptop is a Dell inspiron 5527 with 2gb amd radeon graphics. What i did was very simple i browsed the Dell website and downloaded an update manually that matches with my graphics drive, operating system and my laptop model.

after entering into the site i chose to automatically detect my Service Tag (require to download a small program and detect)
once complete detecting, under Refine your results just fill the category menu with "video" and then it will automatically show the available graphic driver update which you can download
once completing the download i run the programme and first uninstalled my existing CCC as express uninstall
Once i had completed my uninstall****i run the ccleaner to clear all my registry cache then restarted the laptop
after i log in back i run the installation driver update again and installed CCC as express installation. once installation is complete it will automatically ask to restart the system again. After i restarted and logged in, the CCC was running just as before. All my saved configuration was as it is without any changes.
Note: during installation the screen went black and on and it took some time to restart, i think its just a part of the process.
Basically this is how i had my Radeon working again... hope it helped you guys

2014-01-21T10:19:12+00:00 me too i am getting new porblem now.. each time i start the laptop from shut down or waking up from sleep.. it restarts. it also takes a lot of time to boot... i got the minidumps.. and its always a "VIDEO_DXGKRNL_FATAL ERROR 113" i do not know how to fix it ..
