Windows Update continually installs KB2802618. I have downloaded the update manually and run it - several times - and each time it says it was successful; it then does not appear in updates. I have run the Windows Update troubleshooter, and after asking for Admin permissions, the troubleshooter "Fixed" issues. Still no joy. After exhausting MANY MANY routes, including one-by-one installs, found to be down to the Software Protection Service not wanting to start - at all. This was NOT fixed by a "Refresh" within Windows 8, nor was it fixed by off-line SFC or by DISM /cleanup (when I eventually got it to work). Solution was to burn a Windows 8 DVD, run Setup, and then run an installation and remove ALL applications, leaving only User Data (second option). After this, all updates installed correctly, and no software I have installed subsequently has brought the problem back.

I've disabled all startup programs and services other than Windows one's with no success also. This has happened with Vista and heard it happened on 7 too. Basically what has to happen is MS to put out a fix or someone to come up with one that deletes the files installed so that way there's no conflict after. At least that's what the prior fixes seem to have done. I've upgraded 2 of my computers to 8.1 with no issues but this one has the error. Have a 4th that hasn't been used in months but haven't tested it yet. I'm just thinking it didn't remove a file or something which Windows won't allow you to remove.

Also followed the steps here http://windows.microsoft.com/en-us/windows-vista/windows-update-error-80070002 with no luck.

On a side note, I tried to refresh and restore the PC and get errors there too. :/ My system was an upgrade from Windows 7 doing a clean install. So my media is "upgrade" media. I am having the exact same problem. Every time I install the update and restart, there it is again saying it needs to be downloaded. I know this is preventing the windows 8.1 upgrade.
