Windows Update continually installs KB2802618. I have downloaded the update manually and run it - several times - and each time it says it was successful; it then does not appear in updates. I have run the Windows Update troubleshooter, and after asking for Admin permissions, the troubleshooter "Fixed" issues. Still no joy. After exhausting MANY MANY routes, including one-by-one installs, found to be down to the Software Protection Service not wanting to start - at all. This was NOT fixed by a "Refresh" within Windows 8, nor was it fixed by off-line SFC or by DISM /cleanup (when I eventually got it to work). Solution was to burn a Windows 8 DVD, run Setup, and then run an installation and remove ALL applications, leaving only User Data (second option). After this, all updates installed correctly, and no software I have installed subsequently has brought the problem back.

Having the exact same problem here. Have an HP envy all-in one PC. Did you ever have a problem with Windows and use a CD to recover? I did a few months ago and I am wondering if it has something to do with it.

I also did a System Restore recently; stupid market research app that I installed could only be gotten rid of with a System Restore. However, that wasn't a repair from a CD, which is what you seem to have done...?

I checked the Home Users group on a working Laptop, and the HomeUsers group there included accounts that were not on my own machine. Start --> "cmd" Right-click, Run as Administrator NET LOCALGROUP HOMEUSERS On the working laptop, this group contained local user accounts as well as Microsoft Accounts, plus the HomeGroupUser$ account. I added these onto the desktop, where updates were not installing, for consistency. I did this using the Local Users and Groups MMC snap-in. Since I've done this, the DHCP service (and others) will not start, giving Access Denied errors. Having looked into that, I think that's a Registry Permissions problem; presumably to HKEY_LOCAL_MACHINE since the services will not start for any of the local users. So, compared some Registry Entry permissions and its clear that SOMEHOW the permissions on registry entries on my desktop do not match the "control" laptop I'm using here. It looks to me as if that's the problem, in which case, this desktop may well be totally screwed. I've added NETWORK and LOCAL SERVICE back into the registry keys using a sledgehammer (won't go into that here) - that didn't work. So PC refresh attempt: "There was a problem while refreshing your PC". So I have created a Windows System Repair CD, and am going to refresh from that.
