Windows Update continually installs KB2802618.
I have downloaded the update manually and run it - several times - and each time it says it was successful; it then does not appear in updates.
I have run the Windows Update troubleshooter, and after asking for Admin permissions, the troubleshooter "Fixed" issues.
Still no joy.

CONCLUSION
Manual repair was NOT successful. After exhausting MANY MANY routes, including one-by-one installs, found to be down to the Software Protection Service not wanting to start - at all. This was NOT fixed by a "Refresh" within Windows 8, nor was it fixed by off-line SFC or by DISM /cleanup (when I eventually got it to work).
Solution was to burn a Windows 8 DVD, run Setup, and then run an installation and remove ALL applications, leaving only User Data (second option).
After this, all updates installed correctly, and no software I have installed subsequently has brought the problem back.

I have same problem, but I failed to refresh PC. It said No Change Made, then Windows try to find solution, then suddenly disappear without trace. No solution has been generated. I am very confused.

I used "Create a Recovery Drive" to create a bootable CD (though you can do a USB, too), and then used my (downloaded) ISO of Windows 8 during the subsequent Refresh. That bypassed similar issues that I had with Refresh direct from within Windows 8, which complained about being incapable of doing anything.
I'm now pretty sure that all my updates are failing for the same reason, but want to complete the job today before I post everything.

I get the same one over and over again for all the updates that fail to install and wonder if you all get the same. That may help MS a bit. (Incidentally, I can't find any solution out there for my error code...)

Just talked to Microsoft's level 2 technical support. They were not able to resolve the issue but they mentioned that they are planning to release another patch this weekend or next Tuesday that should fix this issue. So, it might be worth waiting for next few days.
Hope they keep the promise!

Well, for those still watching this thread, I am trying everything... and keeping a diary.
So far, no luck whatsoever.
I am now going through EVERY update one-by-one.
