May I know whether is there any way to enable us to install windows store apps into the micro SD card, since my 16GB Dell Tablet is running out of memory. I am using Windows 8.1 (Not RT) ?

By default Windows Store apps will be saved in the following location.
C:\Program Files\WindowsApps
Hence, it is not possible to move Windows Store apps to SD card.
I would suggest you to delete the unnecessary files from the computer and check if it improves in memory.
You may also get in touch with the manufacturer to increase the memory.

Its really pretty pitiful that my Nokia Lumia 830 with 32gb internal makes it super-simple to install and migrate to a microSD, yet they didn't bring this to the tablet/convertible world. When I stuck my 64gb micro SD in my phone, it prompted me to tell it what I wanted to redirect to the card.
I stuck my 128gb microsd in my Asus T100 Chi and other than it showing up as a drive, nothing. Then, this thread demonstrates apps are stuck on ram.
I wont be installing 10 until I see what else they've cut off from tablet/convertibles...

No, I am afraid this (almost) cannot be done. If it could I would do it myself as I have the same problem with my Tablet. It was possible with Windows 8 but it was not continued with 8.1. I dont know whether it will be possible with W10 --- it may be, as part of the change which is going to make Store apps available on the desktop.
Having said that, I think what I have said is not quite true Some people have experimented with quite radical editing / hacking which has made it possible, but transferred apps will not update because they are not where the system expects them to be and there may be other issues.
There is a detailed discussion on this Forum. Try some searches, such as 'using a SD card' etc and you should find it.
