I am running XP SP3, and when I go to the Windows update site and check for express updates, the green progress bard starts and just keeps going with no end result. I downloaded the Fixit Tool and it quoted the error code as above. How can I rectify this please?

Yes, I did change it, tried it again and it's still hanging.

    1. How long has Vipre Internet Security (any version) been installed?
    2. What anti-virus application or security suite was installed BEFORE you first installed the Vipre application?
    3. Did you (a) uninstall the McAfee free-trialware AND THEN (b) download/run the McAfee Consumer Products Removal Tool & reboot (c) BEFORE you installed any other anti-virus application/security suite?
    • Fact: McAfee (and Norton) applications are notorious for not uninstalling (or upgrading) cleanly. The "leftovers" may be your troublemaker here.
    1. Do you have backups of ALL the changes that RegVac and CCleaner's Registry Cleaner havr EVER made to the computer? [1]

[1] Injudicious use of registry cleaners may be playing a role here, too. TIP: If you ever again think your Registry needs to be cleaned, repaired, boosted, tuned-up, cured, tweaked, fixed, maximized, "swept" or optimised (it doesn't), read http://chris.pirillo.com/are-registry-cleaners-safe-to-use/ and/or http://www.edbott.com/weblog/2005/04/why-i-dont-use-registry-cleaners/ then draw your own conclusions.  Related => http://support.microsoft.com/kb/2563254

I copied and pasted the command into Run, and it opened up the Files Needed box, I clicked ok, another box came up with "copying files" and it's just hanging there.

In the Files needed box, did you change the path to C:\WINDOWS\ServicePackFiles\i386?

It says something else by default. If you don't change it, then yes, it will hang

    OK. Fixit has completed.

Issues found Service registration is missing or corrupt                                 Not fixed X

Windows Update error 0x080246008(2013-21-T-08_31_48p)                            Not Fixed X

Problems installing recent updates                                                               Not fixed X

Problems installing recent updates                                                               Not fixed X

Check for missing or corrupt files                                                                 Fixed

So what are my options now?

Not having much luck are we.

So it'll be necessary to rerun the following to correct the Service registration is missing or corrupt error.

I know that because I had it myself.

So do the following first of all.

Go to Start, Run and copy/paste: regsvr32 qmgr.dll and click OK

Do the same with this file: regsvr32 qmgrprxy.dll

Reboot the system and then copy/paste this command into the Run field:

    %windir%\System32\rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 %windir%\inf\qmgr.inf

If you're prompted to insert the Windows installation CD, ignore that and in the dialog box at the bottom, change the path to C:\WINDOWS\ServicePackFiles\i386

Restart the PC again and then go to Services and you should be able to see BITS in the list.

The other errors you're seeing are related to BITS not functioning, so we have to sort that one out first.
