Can't enable or install .NET Framework 3.5 in Windows 8.1 PRO 64-bit

I continually receive the message in a dialogue that

"Windows couldn't complete the requested changes.

The system cannot find the file specified.

Error code: 0x80070002"

I have not been able to find my way around it.  Running on a 4770K system with fresh install, only user, and with Admin privileges, and usually running Command and many other programs as Administrator.

Can't turn 3.5 on through Control Panel "Turn Windows features on or off", although .NET Framework 4.5 Advanced Services IS enabled.

No success either, using installers provided with programs that require that version of .NET.  As they do require it, I am hoping to get this resolved.

No success with DISM method of scanhealth & restorehealth, although these run OK.

No success with DISM method to install from distribuion CD, mounted ISO, or folder Sources\sxs folder copied to hard drive (including using /LimitAccess switch).

I haven't been able to figure out from looking at the DISM and CBS logs what might be missing.

No success changing server or path in Administrative Templates, etc. regarding Windows Update, for installing components.

No success from .NET full download or stub from Microsoft website.

Microsoft's Windows Update fix-it tool doesn't come up with a solution, either, or point to the culprit with any useful detail.

I've tried to be reasonably methodical in working this out, but I still don't seem to be getting anywhere.

ANY SUGGESTIONS, PLEASE?

Hi everyone,

I solved the problem .Just copy  the single  file from sxs folder of windows 10 dvd or iso to your local drive.

Extract this file using winrar.

Now run DISM command wih administrator privilege  with extracted folder as a source path

Ex.

dism / online /Enable-Feature /featurename:NetFx3 /All /Source:D:Sources\sxs

    Hi,

    As strange as it may seem, one person reported that after UNCHECKING .Net 4.5 and rebooting, he was able to turn on .Net 3.5... Then turned .Net 4.5 back on...

    I have no way to test this since I didn't have a problem with .Net 3.5...

    NetFramework is installed by default.  You enable it through Control Panel > Uninstall Programs > Turn Windows Features On or Off.  (includes NetFramework 3.0, 2.0)

    Feature names are case sensitive if you are servicing a Windows image other than Windows 8.

    Updating my request to see if anyone can explain a portion of my DISM log.  No success with everything already attempted in the following thread, but here it is for review.

    I get 99.8% of the way through for any method to enable, including after repairs of any corrupt files, restorehealth, download of \SXS directory files, etc.  Have used options for WSUS, WU group policy, DVD from .iso, made sure I have all permissions, running as Administrator.  Of course, Control Panel enable and installs from apps needing 3.5 fail as well.  BTW, fresh install was from a Windows 8.1 Pro DVD, NOT as an update or from a Win 8 PRO disc.

    Always fails with 0x80070002, even when Windows Update downloads the files.

    Running Command Prompt as Administrator, with \SXS files moved to D:\DotNet

    dism.exe /online /enable-feature /featurename:NetFX3 /all /limitaccess /Source:D:\DotNet

    My DISM log keeps failing here:

    So, what does it mean Encountered an unknown option "featurename"?  The option seems to be what is required on the DISM command line, and DISM help indicates that it is valid syntax.

    Hi,

    That would at least answer part of the question without losing your installed stuff...

    It seems as though you've already all of the fixes that I'm aware of, but them that doesn't mean there's not more that I'm not aware of either...

    I don't remember if you have tried the sfc /scannow from a .CMD (Admin)
