Windows 8.1: WiFi dropping and/or "Limited"

I had the same problem with my new (Jan.'15) Dell laptop running Windows 8.1. I tried all the fixes I could find with no luck. Then out of sheer frustration I tried this:

I went to....Control Panel> Network and Internet> Network and Sharing Center. Then I clicked on "Change adapter settings" on the left side of the screen. It the showed my Wifi connection plus "Bluetooth Network Connection". I never use Bluetooth, so I right clicked it, then clicked "Disable". No more "limited access" problem! Hopefully this will solve someone else's limited access issue who hasn't had any luck with all the other fixes.

I've tried so many different things to fix this and nothing worked. I've adjusted power settings, installed different versions of the drivers, all to no avail. I finally found a link to a Dell support page (even though my computer isn't a Dell) that recommended disabling some of the TCP settings via the command line. This, so far, has resolved the problem for me. Here's hoping it can help someone else as well. 

"Another good fix to address the issue is to disable the TCP settings. Do the following:

• Open command prompt with administrative rights
• Type the following commands and hit enter after each command:
• netsh int tcp set heuristics disabled
• netsh int tcp set global autotuninglevel=disabled
• netsh int tcp set global rss=enabled
• To verify that these settings are disabled, type

netsh int tcp show global and hit enter

Once done, you are advised to reboot your system. This should resolve the problem"

This was only a 'temporary fix' for my Toshiba S55-A5139 

Shortly after applying this 'fix' my WiFi resumed LIMITED Connectivity again.... so I don't know about others, but this isn't what finally fixed my connectivity issues permanently.

I have a bit of an issue with my PC which was working fine previous days but now the only problem it has is " Its became impossible to turn on the wifi from connections or anywhere :( It just doesn't allow you to on it as shown in the screenshot .... No Matter how you to try to turn it on it is not going to response :( Any suggestions ?
