I'm happy to report that I have solved the limited connection and drops on my Dell Venue 8 Pro -- at least it appears to have been solved. I read thru all of the posts, and in my case it was replacing the router. I purchased a Linksys Smart Wi-Fi Router EA6300, dual band. So far, it is lightning fast and the WiFi range is greater. This replaced a router bought in 2003 with much older technology. I'm keeping my fingers crossed.....
Windows 8.1: WiFi dropping and/or "Limited"
Since installing 8.1 Pro, I'm having issues with WiFi dropping internet connectivity and always showing "Limited" when clicking on the system tray icon. When I troubleshoot the problem using the system tool it is always the gateway that is faulty. I have uninstalled/reinstalled the device drivers several times, installed the newest drivers directly from Intel, restarted the computer, etc. I can restore connectivity by turning WiFi off then back on, but the connection will drop at what seems to be random intervals. My applicable system specs are as follows;
Lenovo Y510P Laptop
Windows 8.1 Pro
Intel Centrino Wireless-N 2230
Apple Time Capsule router w/newest firmware
Needless to say this is quite an irritating bug that didn't exist prior to the update to 8.1 I hope this can be resolved quickly. Thanks!

2014-02-03T21:44:09+00:00 Wow, no fix to this yet. Still getting all the emails from each of you having this issue. Mine is still holding without dropping since I followed the advice of one of the very early post.
It said to do this "disable the "wmm" in the wireless card setting to fix wifi dumps"
That worked for me. I wanted to know what wmm was and googled it.
Here is a link about it http://searchnetworking.techtarget.com/definition/Wi-Fi-Multimedia-WMM
What will disabling wmm do...here is a link answer http://answers.yahoo.com/question/index?qid=20121201215151AAme3zX
until they find the real fix....I am using this and working fine so far...

2014-02-03T13:47:51+00:00 I think this whole matter is complex and caused by several problems, both in OS and HW+drivers. BUT - I suppose the root cause and hence responsibility would need to be pinned to Microsoft. They've done some serious and well meant changes to the Wifi/IP stack handling that went wrong. This has affected a lot of vendors and end users in a very negative manner, and this ecosystem does not resolve the problems. The whole situation is IMHO really bad indeed for Microsoft and seems to be poorly understood and handled. I am bound to be wired and in order to be liberated With a functioning WiFi, it seems that I need to find another platform where I get screwed in a lot more pleasant fashion :-)

2014-02-03T13:21:57+00:00 ok.. I still can't figure out the f.....g drops.. It is now between 2 - 5 drops, but still the drops sucks.. even did a clean install, got the 8.1 and even with latest drivers from the vendor, no way.. still need to check if the latest .276 will help, but it didn't helped before, so not really impressed.. What I am impressed is the ignorance of all sides, the Vendors of the Laptops, the Vendor of the HW, the vendors of the OS and everybody says only GTFO and cry to someone else, till from time to time without warning someone release a driver and some issues are solved.. Is this the new style to use the customers as guini pigs..?!?!
