Assuming that when they made your laptop with 8.1 and they tested the wireless card to see if it worked before they mass produced it, and it did work, then yes it is a per person issue.
Windows doesn't handle the wireless connectivity. It is done by a wireless adapter hardware and software.
If you have an issue and you truly want to get the issue solved ask a question so you can troubleshoot it.
Laptops newer then 1 year are supported by the manufacture. They are also required to provide support for Windows during that year as part of their license with Microsoft. If they tell you its an issue with Windows that means they can't figure it out so they are just passing blame.
I have solved 1000's of connectivity issues and have not found a single one to be caused by Windows.
I noticed you have not started a single question asking for help with your connection issue. On top is a participate button. Click it and ask a question. By the days end, if you actively reply to the person helping you can have your issue resolved.
If people continue to sit around waiting for Microsoft to fix an issue that they have no control over you will never get it fixed. It is your computer do what you want, but I would rather fix the issue then waiting around for someone to fix an issue that they aren't able to.
