Windows Update error 'Code 80246002'

Windows 7 Ultimate

I manually ran Windows Update and starting today it fails and provides an error  "Code 80246002"

I have seen (in here) recommendations to check for prior failed updates to resolve this...  I have no prior failed updates.

I've run both the Windows Update 'fixit' and  'WindowsUpdateDiagnostic.diagcab'

The fixit says it fixed several items, but failed to fix what it calls a windows update error, with this error code:  0x80070490

I can't find a solution so far... anybody have any suggestions?

    Yeah I know KB2982791 was botched and recalled.  I was just asking because https://technet.microsoft.com/library/security/MS14-045 strongly recommends uninstalling it before installing KB2993651 and in some cases KB2982791 was already installed before it got pulled.

    If your up for it, as a test (re-install afterwards) try uninstalling KB2993651, reboot, and then see if you can check for Windows Updates without getting the 80246002 error code.

    You can uninstall it from an elevated command prompt:

    dism /online /remove-package /packagename:Package_for_KB2993651~31bf3856ad364e35~amd64~~6.1.1.3

    Do you have both KB2982791 and KB2993651 installed?

    You can check by running the following commands at an elevated command prompt:

    dism /online /get-packages | find "KB2982791"

    dism /online /get-packages | find "KB2993651"

    If KB2982791 is installed you should see the following output from running the above command:

    Package Identity : Package_for_KB2982791~31bf3856ad364e35~amd64~~6.1.1.1

    If KB2993651 is installed you should see the following output from running the above command:

    Package Identity : Package_for_KB2993651~31bf3856ad364e35~amd64~~6.1.1.3

    No to the first (which you may recall was a botched update.)  Yes to the second, which was the fix.
