Windows 8.1 touch screen not working?

Why would Microsoft give us a fix when they are making a fortune trying to sell their services to do it for you.  You can buy their help if you have $200 and change to throw away.  That is the advise I got.  "Yes it can be fixed and pay us for our software maintenance pkg".

They seem to be acting just like scammers.  I would never say they are but they certainly smell like it.

Back in November I bought a Dell XPS 15, which came with Windows 8.1, so I never experienced 8. However, I'm having the same problems of the touch screen not working. After searching around on Google.. forever.. it seems that this is definitely a problem with 8.1, and not a brand specific issue. Forums for Acer, Asus, Samsung and Dell (not to mention many others) were all complaining about this issue. Most of the fixes offered seemed to involve power management issues. I have tried the following:

-Went to Device Manager, and in the properties for all options under USB controllers I unselected "allow computer to turn off this device to save power". Also recommended was to uncheck this under Human Interface Device -> USB. I had to do a cold reboot to even get that (and the touch screen drivers) to show up.

-Attempting to update every single driver in device manager. Only one of the many wanted an update.

-I also went to Power Option -> change plan settings -> advanced -> USB and disabled both options, as well as going to Power button and lids and changing all to "sleep". 

-There were also links offered to download this or that to fix the problem, but they never came from a representative of any the companies, and I just plain don't trust anyone enough to randomly click a link to download something to my computer..

Everything I tried was recommended on one of the several forums that had this particular complaint. Apparently some or all combinations of these worked for a very few people on the forums. However, my touch screen still comes and goes, and will only reliably come on if I do a cold reboot (and only for a unreliable amount of time). I'm hoping at some point Microsoft will offer a fix for this in a Windows Update, but it doesn't seem as if they are even acknowledging the problem exists at this point.

There are definitely some issues with Windows 8.1, although it is an improvement over Windows 8 it broke some stuff that was working well.

Anyway, the HID Power Management fix did work on my VAIO and as far as I know on several Acer laptops. But ultimately what seemed to fix the issue for me was an updated Intel Collaborative Processor Performace Control driver, I don't know exactly what this does, but since the new version was pushed by the Sony updater, I was able to re-enable power management on the HID of the touch screen with no issues.

I also have a Sony VAIO Multi-Flip 15A - I upgrade Windows 8 to 8.1 64bit - The Touchscreen doesn't always work, it will work for like 20 minutes, and then I have to power the machine and power it back on to make it work again, I have to do this every 20 to 30 minutes of touchscreen tablet mode time, a bit annoying. I updated the Sony Bios to the latest firmware and all of its drivers, the issue is still the same. If you think the power management is the problem and I have to turn it off, then Microsoft diffenately needs to correct this issue. This is not normal. A Touchscreen should always function, even if you spend 8 straight hours.

BTW, this applies to any laptops running windows 8.1 - Ive talk to many people at my work from the IT department and they all said the same thing, about the touchscreen issue and also all the issue reported by people when you Bing or Google it.
