KB2918614 breaks Windows Installer Service

I didnt know where best to post a bug report about KB2918614.

This is for Windows 8.1 Pro

It appears on August 13 I received KB2918614 and immediately after I began having trouble with certain MSI installations, especially those that required any version of Visual C++ Redistributable to be installed.

Now, of course I have most of those already installed, but the install process of many programs runs those redistributables before the actual install runs.  It would always give me the error of "key not valid for use in specified state" and exit with a 1603 event.

I didnt know what caused the problem at the time and went through many troubleshooting steps including sfc/scannow, registry modifications (which have all been switched back to their original values), and attempts at re-installing the Windows Installer Service for Windows 8.1 (5.0) which apparently does not have its own redistributable install file.

Eventually I determined that I received a large number of updates on 8/13, so I removed them all.  This immediately fixed my problem.

As I didnt know if that was a fluke and I didnt know which specific update caused the problem, on reboot they all re-installed.

The problem returned as soon as I started back into windows.

I went through each of the knowledgebase articles and located KB2918614 as being the only one that modifies the MSI Windows installer service files.

I have now removed and hidden this update.

I wanted to notify Microsoft of this issue but did not know the best method to do so, so I am posting it in the Microsoft community in the event another user has the same problem as I did in order to work around it.

    I am running windows 8.1 64bit and the KB2918614 shows as installed on Aug, 16.2014, but does not show in the uninstall menu and cannot be uninstalled.

    Please let me know what I could possibly do in this case.

    First off let's determine what your issues are as this is a security update that we need installed.

    What's happening that you want to uninstall this?

    I wanted to install Magix Photo Manager, this install stopped with a security message.

    Here is the message: 

    The key could not be opened. Please make sure, that you have enough access privilege to own this key, or contact the support.

    I contacted Magix and they asked me to deinstall KB2918614. This Update cannot be removed. It is found in the prev. installed updates but NOT in the list of removable updates.

    All,

         I was getting an error trying to install VMware Player that was caused by KB2918164, as well.  A related hot fix KB3000988 was released recently.  Unfortunately, that hotfix didn't fix the "Error 997: Overlapped I/O operation in progress" issue that KB2918164 is causing.   It addresses an issue with temporary profiles and the MSI installer failing.

    I had to uninstall BOTH KB2918164 and KB3000988 to get the install to work. 

    If you are getting "Installation failed: Error 997 Overlapped I/O operation in progress", and find errors related to SECREPAIR in your MSI log files, then this should help.

    To uninstall on Windows 7:

    1. Start -> Control Panel -> Programs and Features
    2. On the left pane, click "View installed updates"
    3. Sort By Program by clicking on the "Program" column header.
    4. Under the Microsoft Windows section, look for the security update you want to uninstall.
    5. Right click on it, and click Uninstall.

    I ran into the error attempting to install VMware Workstation. I uninstalled both  KB2918164 and KB3000988  and it didn't help.  I had to restore (technically a refresh) back to August to get rid of the issue. 

    Microsoft was of absolutely no help. They just wanted to charge me money to fix an issue they created.
