I, too, have tried all the suggestions including the "clean" install, hardware, updated drivers and the ISO. None of these worked and still return the 0x40017 error.
I think people suggesting doing clean installs should put in the caveat that you probably will lose data and have to reinstall all your applications. I think it's unacceptable to "upgrade" to 8.1 and have to go through all of these steps -- moreover, none of
them work all the time for all of us. I agree -- a "few days" for a solution is a joke. I think they just want us complainers to all go away (or, delete our messages as they have before).
What an inferior move and lack of humility for its customers for Microsoft to ignore these problems. I'm sticking with an inferior 8.0 -- I think even all these upgrade attempts on my laptop have left me with some sort of weird hybrid 8.0/8.1 OS. It has done
odd things since "recovering" my installation such as a different start-up prompt, forgetting all my wireless networks and general OS malaise unlike before.
