I ran into this problem also on my Surface Pro.
It displayed the Couldn't update to Windows 8.1 - 0xC1900101 - 0x40017 and rolled back to Windows 8.
So I'll wait and hope Microsoft comes out with a fix soon.

I have downloaded the Windows 8.1 update from the store but cannot get it to install. Each time I try, I get to the point where it is "getting my devices ready", then the PC restarts to a blue screen with error message. It then tries to recover the installation, fails, then restores Windows 8. When the system boots up after this, I get a message saying:
"Couldn't update to Windows 8.1
Sorry, we couldn't complete the update to Windows 8.1. We've restored your previous version of Windows to this PC.
0xC1900101 - 0x40017"
There is n o explanation as to why the update could be completed. Any ideas how to resolve this?

I had this error sa well but found out how to go forward with the install
My Laptop is an Asus N53SV with 2 video cards.:
An Intel HD3000 (main) and Nvidia 540 (discrete)
After reading these posts I uninstalled the Nvidia from device manager, didn't reboot, and ran the upgrade.
It finally went through successfully.
I then went to Nvidia's site and installed the Win 8.1 drivers.

Same problem
I have a custom built PC
AMD FX-8350
ASROCK 970 extreme4
G SKILL 8 GB 2133 mHz RAM
MSI Radeon HD 7850
WD BLUE 1 TB HDD
