I have downloaded the Windows 8.1 update from the store but cannot get it to install. Each time I try, I get to the point where it is "getting my devices ready", then the PC restarts to a blue screen with error message. It then tries to recover the installation, fails, then restores Windows 8. When the system boots up after this, I get a message saying:
"Couldn't update to Windows 8.1
Sorry, we couldn't complete the update to Windows 8.1. We've restored your previous version of Windows to this PC.
0xC1900101 - 0x40017"
There is n o explanation as to why the update could be completed. Any ideas how to resolve this?

I have tried this 'FIX', it did not work.
Every time I have attempted to install Windows 8.1, the same error message appears and various programs have had to be re-installed after my computer has been returned to Windows 8.
Seems to me it is a definite fault with Microsoft's latest update and nothing at all to do with individual computers. I shall wait! for a reliable update. Microsoft have lost a vast amount of kudos through this incomprehensible error.
How to get rid of usb ?
I was surprised to find I had this same issue with my Surface Pro, given it is Microsoft's own hardware. Disconnecting devices worked for me. I only had a monitor connected to the mini display port, and a usb 3.0 hub with mouse, keyboard, and usb ethernet connect.
I think the most probably candidates for causing the problem are the USB hub and the ethernet connection, in that order. Plug your mouse and keyboard in directly and get rid of any hub and try that.
I had the same with my laptop so what l did was to removed the hard drive and format it and then re installed a fresh copy of windows 8 and make sure that you download all the updates from windows update and then try to reinstall windows 8.1 this is what l did any all is ok .........
Post back any problems if you have any.....
I got this error as well and traced it eventually to intels rste drivers.
Removing the software and drivers allows me to upgrade. Re-installing the drivers causes windows 8.1 to reboot again.
Strangely on another drive on the same computer windows 8.1 has no problems at all.
The only drivers missing on that are the data colour spyder drivers and the intel management.
