"Couldn't update to Windows 8.1 - 0xC1900101 - 0x40017"

I had the 0xc1900101 error as well, with 0x2000C.  I did get this fixed, finally. Here's what worked for me on my HP Envy 23 inch all in one:

First, update the Intel 4000 Graphics driver direct from intel.com. I had to do this by first disabling the Intel Driver so the install would complete:

1. Open Device Manager
2. Expand Display Adapters
3. Right Click on the Intel HD Graphics 4000, and choose Update Driver Software.
4. Pick Browse My Computer for Driver Software
5. Click "Let me pick from a list of device drivers on my computer"
6. Scroll down and pick the "Microsoft Basic Display Adapter"
7. Click next/OK until that's done.
8. Reboot.
9. Download an updated driver from Intel.com. My particular one was located here: https://downloadcenter.intel.com/Detail\_Desc.aspx?agr=Y&DwnldID=23405&lang=eng
10. Install that, which will require another reboot.

After rebooting, do the following:

1. Delete everything in C:$Windows.~BT
2. Type Win+R, and run wsreset.exe
3. Start the Store app
4. Typed Win+I, picked App Updates, and then clicked Sync Licenses.
5. Install Windows 8.1 from the Windows store.

Hopefully this works for other people.

I also wasn't able to upgrade to Windows 8.1 on my new Dell XPS12 (got it in late October).  I initially tried several times, each time after a Windows update, as all of my drivers were already up-to-date from Dell's support page.  I kept thinking that Microsoft would fix this error in time, and didn't want to waste more time tweaking with drivers and trying upgrades.  To be cautious, I did download all of the 8.1 drivers from Dell, but didn't install any of them (I will install those that are buggy after the upgrade, such as the touchpad)

After reading your comment, I decided to try to uninstalled Displaylink drivers (removed Core Software and Graphics) and try my luck.... and bingo, it worked.  The strange thing is that I had already installed DisplayLink v7.4 and online they recommended to uninstall older versions and install v7.4, which is compatible with Windows 8.1.  So the trick is to uninstall, even if it is the correct driver - I simply removed the two DisplayLink software components (nothing else) and it worked.

After the upgrade to Windows 8.1, I reinstalled DisplayLink (v7.4) and will need to update other glitchy drivers (touchpad for sure, and maybe others as they appear).

keep going with it, it's definitely the Bluetooth Driver. Did you remove Norton Internet Security as well?

I actually found this solution on the HP forums where people were specifically talking about HP laptops such as mine and yours.

One thing I also did, although I can't imagine it having an impact is uninstall the fingerprint sensor from device manager.

When you uninstall your Bluetooth - reboot after but make sure it doesn't reinstall the drivers.

Oh yeah and make sure you've got the latest Nvidia drivers. You have to download them manually from the Nvidia website as Windows mysteriously seems to think the outdated drivers that came with the laptop are the latest ones.

And one more thing, you might want to run the Windows 8 Upgrade Assistant to see whether you have any other incompatible software.

• I also have this shitty win8.1 update problem

So ... Here I go (or went) ;-)

uninstall the ralink bluetooth stack64 (installed version was 11.0.742.0)

No reboot, and immediately started the win8.1 update.

Same result as before :(

However, now after the restore of win8 I also have the device driver problem for my bluetooth :-/

So, I just think you got lucky Luke ;-)

I'll go and look a bit further (maybe nvidea driver update needed)

Wow, I'm not making any progress on this issue myself. I'm running a stock DELL XPS 12 convertible Windows 8 hybrid. I fail in the exact same way. I've tried updating all the drivers, bios, and many other system checks. Unplugged my only external devices, etc., etc.

Still seems to be no solution from Microsoft and everything I reads sounds like Microsoft isn't being very proactive with a fix. You've got a lot of people on the forums offering to send debug logs but no apparent takers on Microsoft's side.

I don't want to do a clean install and loose the way my machine is configured. The last thing I'm working on is that sfc /scannow was returning and error but this may have happened during the failed 8.1 installs.

I ran

Dism /Online /Clean-Image /ScanHealth

and

Dism /Online /Clean-Image /RestoreHealth

Which correct component store corruption and now sfc /scannow works correctly.

I'm going to fully uninstall my Displaylink drivers and try the Windopws 8.1 update again but it will have to wait until Monday.
