I have downloaded the Windows 8.1 update from the store but cannot get it to install. Each time I try, I get to the point where it is "getting my devices ready", then the PC restarts to a blue screen with error message. It then tries to recover the installation, fails, then restores Windows 8. When the system boots up after this, I get a message saying:
"Couldn't update to Windows 8.1
Sorry, we couldn't complete the update to Windows 8.1. We've restored your previous version of Windows to this PC.
0xC1900101 - 0x40017"
There is n o explanation as to why the update could be completed. Any ideas how to resolve this?

I just had this problem with a new Toshiba laptop which I tried to update to 8.1 three times with the same error code each time ( 0xC1900101 - 0x40017 ). I uninstalled what I considered to be unnecessary programs and also uninstalled the graphics software and removed the software folder in the C drive (in this case the AMD folder) After doing this the 8.1 installation finished without any errors but then would not start properly. After starting in safe mode through advanced start up I disabled the AMD display hardware in device manager and then she started every time without fail. Went to Toshiba website and got the latest 8.1 drivers and installed them and now everything works great. (NOTE for me it was display drivers for others maybe something else?) Hope it helps someone.

I waited this long hoping the bugs & errors & problems may have been fixed by now.
As many others have said, even with a specific error code it seems no one is willing or able to provide a solution.
It's TRY this or that, maybe it MIGHT work, of course it doesn't.
Could not have put it better myself.
Updated absolutely everything, including all drivers, and still exactly the same - nothing!

I had installed the Windows 8.1 update previously on my computer. The hard drive failed. All I did was get a new hard drive. I installed Windows 8.0 Pro (64 bit), and then I installed ALL of the updates. I keep trying to install this 8.1 upgrade from the Store, and it will not install. I, also, keep getting this 0x800F0830-0x20017 error message.
Microsoft does not understand that individuals may have a CAP on the data GB with their internet carrier. I'm already approaching my 300 GB limit. Now it looks like I have to wipe my drive, and start all over again downloading all the updates again, and then having to download the 8.1 update, and hope that it works.
I also have several machines that are running the RETAIL version of Windows 8.0. It would be nice if I could download the update ONE time, and then install it on all of my computers. I should not have to download a HUGE 3.6 GB update file for every machine.
Microsoft, please get a clue as to real life for real people.
You are making this update much more difficult that it needs to be!!!!!
