I have downloaded the Windows 8.1 update from the store but cannot get it to install. Each time I try, I get to the point where it is "getting my devices ready", then the PC restarts to a blue screen with error message. It then tries to recover the installation, fails, then restores Windows 8. When the system boots up after this, I get a message saying:
"Couldn't update to Windows 8.1
Sorry, we couldn't complete the update to Windows 8.1. We've restored your previous version of Windows to this PC.
0xC1900101 - 0x40017"
There is n o explanation as to why the update could be completed. Any ideas how to resolve this?

This is a complete joke. No guidance from Microsoft that works, updating drivers doesn't help. Unplugging things doesn't help. Just rumours of issues with file locations and video drivers.

I have exactly the same problem:
Toshiba U400-15B laptop. 4 GB Ram Intel Core 2 Duo P7350 @ 2.0ghz, 150GB free
Running Win 8 Pro quite happily and successfully ran Win 8.1 preview without problems.
Hard drive formatted and WIn 8 installed from disk. Only other install Office 365.
Nothing else installed, no external keyboard / mouse or drives.

No antivirus or firewalls installed and all updates from Microsoft and Toshiba installed.

Did similar as I also suspected the ATI drivers were the cause. Removing them was a bit of a job, resorted to doing in safe mode in the end as the screens kept blanking out and the whole system stopped responding when they did.
Tried an upgrade without the ATI drivers and it still failed.
As my machine has on-board graphics too I used that output for my next attempt, it behaved differently, getting stuck on 81% of "preparing devices" (or words to that effect) instead of re-booting to blank screens. Still no joy though.
Having read the installer log, the device referenced closest to the error message is my RAID controller. I think that's the next target for some investigation...
