That is very simple .. if u need to change start screen color in win 8.1 .. go to
change pc settings on the bottom right .
You will find small search icon on top left ..
Click it and just write color .. search engine will give you instant results . Then you will find what you need ... I hope that help
I've found two solutions that are quite good for my needs.
To simply change the color of the background, The Windows Club has a nice free utility to do this:

It's interesting that you say that, since I found this thread by searching for a way to change the one single tile that has a different background color on my Windows 10 start screen...
I would love to test this a lot of people would go into that much detail I promise , I have ocd and it drives me mad that I cant change them n trust me im not the only one lol will happily do the testing for you
Well, I see that Windows 10 does away with the multi-coloured tile backgrounds. The Start Menu tiles have the same colour background.
