I've found two solutions that are quite good for my needs.
To simply change the color of the background, The Windows Club has a nice free utility to do this:

For creating custom tiles, this free program, OblyTile, is absolutely fantastic:
It's interesting that you say that, since I found this thread by searching for a way to change the one single tile that has a different background color on my Windows 10 start screen...
I would love to test this a lot of people would go into that much detail I promise , I have ocd and it drives me mad that I cant change them n trust me im not the only one lol will happily do the testing for you
Well, I see that Windows 10 does away with the multi-coloured tile backgrounds. The Start Menu tiles have the same colour background.
no no that narrow-mindedness is going to invent better, sneakier, ways to spy on you so they can harvest and sell your data while stepping on your privacy with the heel of their boot.
