How to change tiles' background color in Windows 8.1 start screen?

Certainly not with how completely asinine the change was. In Windows 8 my start menu looked fine, I had just started using Windows 8, always heard about how craappy it was but I liked it as I was able to make the start menu look normal and not like the craap you always see in screenshots. Then after a week of telling windows 8 not to update to 8.1 it forced me to update. Now my start menu looks like the result of a Bill Gates programming session after he's taken 10 hits of acid. I'm surprised there hasn't been a mass public uprising where they storm Bill Gate's house, grab him, make him sober up, and then sit him down and personally write the code for the incredibly simple change. I AM MOTHER F&$#%(* P*SSED OFF and now I HATE WINDOWS 8

With Windows 8, Microsoft adopted a mindset of 'because **** you, that's why!'.

Can it be denied?

Why is it more than one year later and we still can't change the tile background colors? You ( Removed by FM) screwed up my start menu with this. You seriously expect people to be able to use this? You know it looks like ****, you know people want to change it. So why are you doing this?

Press [Window + S] And write (change background and colours On start) and Chose colour anD Background colour ;) FanX for postiong here :D

For me it does not work.

1. Go to Start Screen and move your mouse cursor to top-right or bottom-right corners to access Charms Bar.
2. Click on Settings icon present in Charms Bar.

When I do this there is only a "Personalization" option. clicking this just opens the control panel personalization for desktop background and such. How to I change my start screen settings?
