Copy Paste dialog not displayed in the foreground or as the focus window

1. I think the screenshot in this thread describe the issue very well. The dialog that asks to confirm the copy/move action is not appearing on top, but behind lots of windows.
2. This has been an issue for me since I first used Windows 8, and is still continuing in Windows 8.1.
3. There are no error or code. The issue is, as stated from several users in this thread, that the confirmation dialog wether to replace or skip the file(s) you want to copy or move is often (not all the time) appearing behind other windows. Not on top.

It is very easy to not notice the soft blink on the application icon on the taskbar.

On previous versions of Windows, this confirmation dialog appeared ON TOP so that you could not miss it.

4. No changes, not related to computer, this is pretty common for me that works in "desktop mode" most of my working days, when I need to copy files from a place to another.

I suggest you read and study the constructive posts on this thread and come back to us with a status.

This step backwards in Window 8.1 is much bigger than they admit. It started on my PC, most likely after an NVIDIA driver update. I do not have Chrome installed, so that's not the problem. This change is very annoying because the thumb drive, etc. may have already been removed by the time you see the subtle flashing frame behind the File Explorer button. By then you wonder which device's contents were not copied. It should be an easy no-brainer fix for Microsoft to make. This simple-to-fix problem will only become more of a problem as time progresses.

What?

So your using a  fully updated fresh boot of just Windows 8.x and have the issue when booting into safe mode to eliminate third party drivers that get installed during installation or the issue is present in clean boot with some third party drivers?

The issues you have look like the graphics card performance, add-on software or its driver and nothing to do with windows.
