Copy Paste dialog not displayed in the foreground or as the focus window

Graphics card drivers, network drivers, keyboards and so on all are third party drivers. That is why you would need to disable virus software and do a clean hoot to disable most third party stuff.next you would do safe mode to remove the rest.

Shell programs can still manipulate the system files as well as virus software so they would need to be removed and the system would need to be repaired using dism.

I have worked on thousands of windows 8 computers and never seen this issue once so I can't imagine I am just lucky and missed it. If it were windows it would be more wide spread to millions.

As has been mentioned previously in this thread, this is not just a  third party application issue.  As DA has suggested, third party apps may also cause this problem, but

it happens when no new application has been started or become active due to some event.  

The context is simply that you have multiple windows open (could be multiple explorer windows even) and you perform a file copy where a pop up is triggered by the copy action (e.g. to OK a file overwrite).

The pop up remains obscured rather than displaying in front of all other windows, which is the expected behavior and trips many of us up.

The dialog box for the copy and paste is created at the highest z level on the screen so you can see it. Then a program like chrome can call its program or window that it has control over to the highest z level which pushes the copy and paste back.

Chrome can also mess with the shell which controls all of the windows. Graphics drivers and anti virus software can do this too. In fact Kaspersky had a couple employees come forward that they were purposely sharing windows system files that were changed slightly in the malware repository. Then all malware companies that use that sharing database who didn't catch it was a fake threat deleted a system file from windows. You can read more on the internet.

It isn't a windows issue it is a third party program that has caused the issue. If you did a clean install of windows the issue wouldn't be there if you booted into safe mode.

Open a command prompt in admin mode and run this. Dism /online /cleanup-image /restorehealth

I have to double check that's the right command cleanup-image should be hyphenated there. I am sure its in a different post though.

Also update you graphics driver. Microsoft wont fix the issue because they can't fix third party software. If you have s shell program you should update it or remove it prior to running dism

What has Google to do with this? I don't have any Google applications on my computer (i.e. Google Chrome) so this dumb behavior is a Windows thing.

I agree with the rest of the crowd that this behavior is very annoying. I think this is another example of bad ergonomics! If I work with files then any decision I make that needs my interaction should be clearly visible, not buried in the task bar!
