[W8.1 Update 1] "Windows Store failed to sync machine licenses. Result code 0x80070490"

After a clean install of windows 8.1.1 using the ISO from Technet I started getting the following error message in my event log the first time I start my machine in the morning:

Event 512 Store-Licensing  "Windows Store failed to sync machine licenses. Result code 0x80070490"

I use a Microsoft account and I have synced by Modern apps many times manually. Running the scheduled task manually will also produce the same error. I disabled the Scheduled Task that runs the sync and I'll see if it shows up tomorrow. Btw, the Store seems to be working fine.

I  read somewhere that the MS Store will be changed for 8.1.1 so I wonder if the 'new' store will stop these messages.

The Scheduled Task that kicks this off appears to be Microsoft/Windows/WS and is called WSRefreshBannedAppsListTask.

    I have that error,   store and updates work fine. 

    I had it with the automatic update.

    I have since done a repair install with the 8.1.u1 msdn dvd, the error still is there. 

    Seems no harm really.   Would be nice to have error free events though.

    By the way.  Thumbs up to Microsoft for the inplace dvd repair install.   Just maybe 2 programs needed minor massaging after running it.  Slick !

    Hi Souminen,

    Sorry for the delay in response.

    First, you need to clean up the component store of Windows 8.1 and remove the failed KB2919355 package.

    1. Open an elevated command prompt.
    2. Enter the following command:

    dism/online/removepackage/packagename:Package_for_KB2919355~31bf3856ad364e35~amd64~~6.3.1.14

    This will remove the KB2919355 package from the component store.

    1. Now run DISM with the following options:

    dism /Online /Cleanup-Image /StartComponentCleanup

    This command will clean up other components in the store which have issues.

    Now, try to install the KB2919355 package again using Windows Update. Now it should be installed.

    If it cannot be installed again, you should try to refer to KB2939087. Follow the instructions at the Microsoft Support web site to install it and reboot your PC.

    That's it. Feel free to tell us in the comments which solution exactly you used to fix the Windows 8.1 Update installation issue.

    Hi @NamanR,

    I have (also according to Windows Control Panel > Installed Updates) successfully installed KB2919355 on 13th Apr 2014. The abovementioned (by Naman R) method was used at the time in that case. So to me, the KB2919355 is in place (and various KB installations after that, too) <- I do get all the Windows System updates (including security updates) BUT not Windows Store application updates.

    So the problem is the "Windows Store failed to sync machine licenses. Result code 0x80070490"

    TEMPORARILY running Windows update troubleshooter fixes the problem (stops and restarts BITS and Cryptographic services), BUT after rebooting Windows the problem (Windows Store failed to sync machine licenses. Result code 0x80070490) always re-appears.

    Here is the report of successfull Windows update troubleshooter.

    Dism /Online /Cleanup-Image /ScanHealth ->

    The component store is repairable.

    The operation completed successfully.

    Then run:

    Dism /Online /Cleanup-Image /RestoreHealth ->

    DISM failed. No operation was performed.

    Does anyone know how to fix this yet? I tried all the steps. Even went as far as a system reinstall just to test it out and the instance came back the second I updated to 8.1.

    It doesn't seem to affect anything but I am beyond curious as to what is causing this issue.
