Same here. Windows Update troubleshooter claims to Repair Windows Update Component, but the same problem re-appears if you run it again, dism /online /cleanup-image /restorehealth claims to repair component store corruption, but the error still appears in the Windows Update troubleshooter, the Windows Store app troubleshooter says cache and licences may be corrupt or store configuration may be damaged, but does nothing about it (or, if it does, it doesn't work). Another site said Windows Firewall has to be switched on even if you have another firewall running - this doesn't help. Somehow, recently, I reconnected and found I had 25 important updates to download! But it's gone again now.
[W8.1 Update 1] "Windows Store failed to sync machine licenses. Result code 0x80070490"
After a clean install of windows 8.1.1 using the ISO from Technet I started getting the following error message in my event log the first time I start my machine in the morning:
Event 512 Store-Licensing "Windows Store failed to sync machine licenses. Result code 0x80070490"
I use a Microsoft account and I have synced by Modern apps many times manually. Running the scheduled task manually will also produce the same error. I disabled the Scheduled Task that runs the sync and I'll see if it shows up tomorrow. Btw, the Store seems to be working fine.
I read somewhere that the MS Store will be changed for 8.1.1 so I wonder if the 'new' store will stop these messages.
The Scheduled Task that kicks this off appears to be Microsoft/Windows/WS and is called WSRefreshBannedAppsListTask.

Out of curiosity - are you in US or in Europe? Perhaps the problem was fixed in US servers and not in Europe.
I am in Canada but still have the same error (Win8.1 Pro x64 w/WMP sp1) not in Win 10 TP though.

2014-11-02T11:20:58+00:00 Here is an interesting (well, somewhat) thing found when performing a Windows 8 to 8.1 upgrade
In Windows 8 the WSRefreshBannedAppsListTask (responsible for the current error in Event Viewer) was running as SYSTEM
After upgrade to Windows 8.1 the task now runs as Users. After Windows 8.1 Update the task creates an error in Event Viewer. After few months, the task stopped producing the error for some users but not for others.
