[W8.1 Update 1] "Windows Store failed to sync machine licenses. Result code 0x80070490"

After a clean install of windows 8.1.1 using the ISO from Technet I started getting the following error message in my event log the first time I start my machine in the morning:

Event 512 Store-Licensing  "Windows Store failed to sync machine licenses. Result code 0x80070490"

I use a Microsoft account and I have synced by Modern apps many times manually. Running the scheduled task manually will also produce the same error. I disabled the Scheduled Task that runs the sync and I'll see if it shows up tomorrow. Btw, the Store seems to be working fine.

I  read somewhere that the MS Store will be changed for 8.1.1 so I wonder if the 'new' store will stop these messages.

The Scheduled Task that kicks this off appears to be Microsoft/Windows/WS and is called WSRefreshBannedAppsListTask.

    In Scheduled Tasks, go to Task Schedule Library -> Microsoft -> Windows -> WS. Every time you would start WSRefreshBannedAppsListTask manually (or wait for an automatic start), you should receive the error message in the Event Viewer.

    Where did you locate the abovementioned task in Task Scheduler?

    No, I do not have any paid apps installed...

    I have similar messages - it seems that some Apps were updated (like Music or Maps) hence the licenses have been checked. You can check Event Viewer -> Microsoft -> Windows -> AppXDeployment-Server to check what was updated.

    I believe the user licenses for Apps are synched. The machine licenses sync for Apps fails. Why does machine license sync is triggered when WSRefreshBannedAppsListTask scheduled task is run (the task description is "Store Refresh Banned App List Task") is pretty interesting...

    Do you happen to have any paid Apps installed? It would be interesting to see if they could be installed on a different Windows 8.1 device (assuming you use the same Microsoft Account used to purchase the App on both devices). I did not buy anything from Windows Store yet, so I cannot check.

    Hmmm... here too, last sync-time success was 2014-03-22...

    I have manually synced licences from the Store settings UI about a couple days ago, yet the error described appears on daily basis.

    There are also from today Success logs "Windows Store has successfully evaluated package Microsoft.ZuneMusic_2.2.902.0_x64__8wekyb3d8bbwe - the package appears correct and licensed.

    Result code: 0x0" and many other similar...

    I confirm that problem is still there for me as well.

    Furthermore, looking at the following registry value:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Store\SyncMachineLicenses\LastSyncTime, it seems that last successful machine license sync was on February 24, 2014.

    I wonder what effect this might have on paid apps from Windows Store (hopefully none).
