[W8.1 Update 1] "Windows Store failed to sync machine licenses. Result code 0x80070490"

After a clean install of windows 8.1.1 using the ISO from Technet I started getting the following error message in my event log the first time I start my machine in the morning:

Event 512 Store-Licensing  "Windows Store failed to sync machine licenses. Result code 0x80070490"

I use a Microsoft account and I have synced by Modern apps many times manually. Running the scheduled task manually will also produce the same error. I disabled the Scheduled Task that runs the sync and I'll see if it shows up tomorrow. Btw, the Store seems to be working fine.

I  read somewhere that the MS Store will be changed for 8.1.1 so I wonder if the 'new' store will stop these messages.

The Scheduled Task that kicks this off appears to be Microsoft/Windows/WS and is called WSRefreshBannedAppsListTask.

    Just to keep this thread alive - the issue still persists.

    Actually, error 0x80070490 just started to appear in a different scenario (which apparently is global). Again, this error is returned due to some changes on Microsoft servers. For more information, please check this thread.

    Hello,

    Personally, I do not have a local DNS server installed and I suspect most home users don't have either. The network speed for me is 60 Mbps download, about 12 Mbps upload. On the other laptop I have a different speed (30Mbps/6Mbps).

    I've taken network trace with WireShark and did not see any DNS issues there. The 0x80070490 error code is returned from the Web server Windows connects to, I believe (so it had already passed DNS resolution at this point).

    The error message in Event Viewer appears when WSRefreshBannedAppsListTaskscheduled task is run. You can run the task manually from Task Scheduler MMC snap-in (it's in Task Scheduler Library -> Microsoft -> Windows -> WS) to re-create the error at will.

    Regarding Bind running as a local DNS server - I do assume it forwards the DNS queries to other DNS servers (like some public or ISP's DNS servers)?  Otherwise, you will not be able to resolve the names from the Internet which will cause connectivity issues.

    Windows Store works correctly regardless of the Event Viewer error for me.

    Hi, I also have this issue and from what I can see on my W8.1-64 fully patched system this error can also be caused by a DNS query taking to long or returning a null result.

    The reason I say this is that I have been playing with bind from isc.org and when I set 127.0.0.1 as the specific DNS server for the network card using IPV4 I always get this error. If I leave it set to return the DNS server from the DHCP query to the router it always seem to work.

    The router is on 100% of the time and the store license error only occurs when the computer is booted as I don't leave it on all the time. Once the error has occurred it seems there is no way to get the store to function, at least I have not found a way yet - any ideas?

    It would also seem that there is only one attempt and if that fails so be it.

    There are also other things I see in the event log that fail because the start-up of bind and its ability to resolve requests takes longer that the other services are prepared to wait. This is potentially due to getting DNSSEC sorted out and if EDNS is not enabled, both would seem to cause a longer start-up time.

    However once bind is started it resolves everything perfectly.

    I would be interested to hear anyone else's thoughts on this. It may be they are on a slow link to the internet or have issues with the performance etc. In my case my link runs these speeds up/down 19999 / 77047 Mbps, so I think what I have said above holds some truth.

    My Surface Pro 3 is running fine and boots fine,.  But I get the same problem:
